MINUTES <br />PARKS & RECREATION COMMISSION <br />April 7, 2016 <br />or pedestrian space on the road currently. The City Engineer stated there <br />was none, and the road was not designed to have pedestrian markings, but <br />it could be added. Horwath showed concern about the corner between the <br />park entrance and the trail. He explained it is a sharp corner and would <br />prefer to have a sidewalk so pedestrians could have a buffer between <br />themselves and traffic. Horwath also agreed this may not be the best <br />investment for City dollars and thought money could be better spent by <br />putting a sidewalk on Edgerton. Sullivan commented that she frequents <br />Noel Drive, and the street isn’t particularly busy. She thought the first <br />section was a good idea, but understood there may be questions from the <br />public as to why the stretch wasn’t just continued to the park. Horwath <br />asked the City Engineer if there was benefit to doing the project all at once <br />rather than in sections. The City Engineer explained the second section <br />would generate fill if the walls were moved back and this could be used <br />for the third section, but explained it wasn’t a major difference either way <br />as more would be needed to complete the grading around the creek. <br />The City Engineer asked the Commission if they thought the crosswalk in <br />the City Hall driveway should be made ADA compliant. He explained <br />walking up the driveway now is not ADA compliant and he wasn’t sure if <br />making the crosswalk compliant was any more important especially with <br />the extra cost. Horwath asked the City Administrator if there were projects <br />that this money could be better allocated to complete. The City <br />Administrator stated $175,000 had been set aside in the infrastructure <br />fund, so it was not taking up money for other projects, but it could free up <br />money for new projects. The Director noted he agreed with most of the <br />comments made, but was in favor of section 1. He asked the City Engineer <br />if the pedestrian ramps were in place for the first section. The City <br />Engineer stated there is currently only the one on the south side of Little <br />Canada Road. The Director further explained that in the future if the <br />second section was decided to be put in, the third section should also be <br />included because many pedestrians cross Noel Drive at an angle to access <br />the parking lot. Darling made a motion to recommend the City Council <br />approve the first section of sidewalk be built from Little Canada Road to <br />the City Hall driveway. Horwath seconded the motion. The motion was <br />unanimously approved. <br />Darling asked if the sitting area would still be revamped even if the <br />sidewalk would not be put in. The Director explained the Historical <br />Society put the area together and one of their members takes care of <br />planting and watering the flowers. He thought it would be good to ask <br />their input and then bring the project back to the Commission. <br /> <br />Chair Miller asked The City Administrator to speak on the determined list <br />of goals for 2016. He explained this had been a joint process with the City <br />Council, Planning Commission, City Staff, and Parks and Recreation <br />Commission.
