MINUTES <br />PARKS & RECREATION COMMISSION <br />May 5, 2016 <br />the past, and putting up lights to extend skate park hours may make that <br />worse. Horwath asked what time the noise ordinance went into effect. The <br />Director said the noise ordinance did not have a specific time, but the <br />lights over the hockey rink shut off at 9:00. Horwath asked if the skate <br />park was lit at all right now. The Director said it was not. Chair Miller <br />thought it would be good to have lights put in that could be used in the <br />spring and fall. Horwath also noted lighting could be very expensive. <br />Chair Miller asked if putting new boards around the hockey rink at the old <br />fire hall would be feasible. The Director explained he was aware of this <br />idea and noted the person who had come up with the idea was hoping to <br />see plastic dasher boards, not just a replacement for the boards currently <br />there. He explained there were no leagues that play at the rink and the <br />board’s condition did not warrant replacement. The Director mentioned <br />the LCRA member had an estimate for the dasher boards and it was <br />around $100,000. Darling asked about improving the dugouts at Pioneer <br />Park. The Director explained he is against building new dugouts at Pioneer <br />Park because they don’t offer any additional protection for most of the <br />games that are played there. Ray thought the most important task was the <br />resurfacing of Gilbertson Field. The Director pointed out that some of the <br />projects mentioned by Joriman at the April meeting would result in <br />ongoing costs to the city, and would need further study. He further <br />clarified that resurfacing Gilbertson Field and most fencing projects <br />should not result in ongoing costs. Chair Miller asked if resurfacing <br />Gilbertson Field would be a project the LCRA would consider funding. <br />The Director explained it would be important to the LCRA because of <br />their use of the space for Canadian Days. Ray noted the importance of that <br />field for young athletes. The Director agreed explaining it is the home <br />field for three Little Canada teams this year. Darling made a motion to <br />recommend the Gilbertson Field be resurfaced. Ray seconded the motion. <br />The motion was unanimously approved. Ray asked when the field could <br />be resurfaced. The Director explained it would likely have to be at the end <br />of this year’s season. <br /> <br />Chair Miller reported the Annual Arbor Day Celebration would take place <br />on May 6th at 1:00pm in Spooner Park. The Recreation Supervisor <br />explained everyone on the Commission and the City Council was sent an <br />invitation inviting them to the event. She also explained the third and <br />fourth grade classes from St. Johns and Little Canada Elementary were <br />coming. Sanders noted it would be his first year not speaking at the event, <br />but showed his appreciation for the celebration, and hoped it would go <br />well. The Recreation Supervisor explained Mayor Keis would be speaking <br />at the event this year. Chu asked how many people attended the event. The <br />Director thought about 100 students and 25 adults including parents, <br />teachers and residents attended. He explained each class helps plant a tree <br />and each student is given a brochure on how to plant trees, in addition to <br />enjoying the celebration, with a speaker and refreshments. <br />ARBOR DAY <br />CELEBRATION
