MINUTES <br />PARKS & RECREATION COMMISSION <br />September 8, 2016 <br />crossing the street at a severe angle. Sanders showed an image of the <br />view from the position where the overlook would go. He estimated the <br />cost to be $35,000. He noted the guardrail would have to stay near the <br />road, but could be moved to accommodate the sidewalk. Sanders also <br />included an estimate for a drinking fountain to be placed along the <br />sidewalk, near the garden and fire hydrant. He explained the existing <br />water main that supplies the fire hydrant would provide easy access to <br />water. Sanders also included a cost estimate for general landscape <br />costs associated with this project totaling $10,000. Sanders stated the <br />final cost is estimated at $80,000, and this amount reflected a 15 <br />percent contingency. <br /> <br />2. Pioneer Park – planting new trees by pond - $10,700 <br /> <br />Sanders explained the South Pond was redone last summer and was <br />finished with prairie plants and grasses. He noted the area needed <br />some trees and shrubbery to match and blend in with the north pond. <br />Sanders reported in order to better unify the two ponds the additional <br />trees and shrubbery are estimated to cost $10,700 including a 15 <br />percent contingency. <br />Sanders noted the new pond on the other side of Pioneer Park, near <br />Centerville Road was also in need of natural enhancements to blend <br />the wooded area with the pond. <br /> <br />3. Spooner Park play area improvements - $115,000 <br /> <br />Sanders pointed out the play area was constructed as two parts. The <br />second part was added to the original structure. He explained the play <br />area didn’t necessarily require a complete replacement, but could be <br />renovated instead. Sanders noted the wood platforms and railings may <br />need to be replaced, but the overall structure was in good shape and <br />replacing it would not be cost effective. <br /> <br />4. Pioneer Park play area improvements - $115,000 <br /> <br />Sanders stated the Pioneer Play structure would require approximately <br />the same type of renovation. He noted both Spooner Park’s and <br />Pioneer Park’s play structures were painted about five years ago and <br />that enhanced the structures greatly. <br />Chair Miller asked the City Administrator if there was budgeted <br />money from 2016 to spend on the renovation of both play structures. <br />The City Administrator explained the costs listed were outdated, and <br />the amounts were only rollover figures for future estimates. This new <br />prioritization list would update the costs.
