MINUTES
PARKS & RECREATION COMMISSION
September 8, 2016
The Director indicated he would like to see the new portions of the
play structure be made handicap accessible. He noted this could
increase the associated costs.

5. Powerline Centerville/County Road D trail segment
Phase 1-Payne to Edgerton - $225,000
Sanders stated the existing trail ends at Payne Avenue because the
surrounding properties have been unwilling to sell. Without these
properties, the City has three options to extend the trail to Pioneer
Park, he explained. Sanders used an aerial photo to show the trail
could run along Centerville and connect with the sidewalk at Allen
Avenue. He noted this plan would allow the trail to run along the
public right of way. Sanders explained the trail could also be
placed down Edgerton Street and cross over Allen Avenue. He
noted this plan could be costly because of the ditch that runs along
Edgerton Street. Sanders also presented a third option for the trail
to be placed along Labore Road and down to Pioneer Park.
The Director asked the City Administrator how wide the paved
shoulder on Centerville Road is. The City Administrator estimated
the shoulder to be 6 feet wide.
The City Administrator noted that placing a sidewalk along Labore
Road between Allen Avenue and Edgerton Street, would be
difficult because of the wetland area, major grading differentials,
and tightly packed housing. He explained staff had previously
anticipated continuing the trail along the powerlines and these
options offered a new approach. Sanders agreed it would not be an
easy connection.

6. Powerline Centerville/County Road D trail segment
Phase 2 – Trail connection from Edgerton to Pioneer Park with a
safe crossing on Edgerton - $150,000
See number 5

7. Install signs at parks with information about the parks and QR code to
scan for more details - $1,500 per sign (Thunder Bay Park sign first)

8. Repurpose a tennis court into a pickleball court - $17,250

Sanders presented an option to place two pickleball courts in place of
one of the tennis courts; both running North and South, concurrent
with the existing tennis courts. He noted this would require additional
fencing, new nets designed for the game and repainting of the area to
mark out the lines. Sanders estimated the cost to be around $17,250,
but explained this was a preliminary figure.
