MINUTES <br />PARKS & RECREATION COMMISSION <br />September 8, 2016 <br />DRAFT JOB <br />DESCRIPTION <br /> <br />Sanders presented an option to construct a dog park at the hockey rink <br />near the Roseville Middle School. He explained the area could <br />function as an ice rink in the winter and a dog park in the summer with <br />the construction of a double gate system to allow the dogs safe and <br />easy access. Sanders noted the cost would be approximately $3,000. <br /> <br />15. Install trail in Waterworks trail loop from Little Canada Road south to <br />Sextant Avenue - $230,000 <br /> <br />Sanders presented an option to continue the Waterworks trail by <br />expanding the path to the south. He noted there is a sewer easement <br />where a trail could be placed, but is not currently zoned for a path. He <br />explained this would require further study. <br /> <br />16. Continue to concentrate on reforestation and invasive species control <br />and monitoring at all parks - $25,000 per year <br /> <br /> Chair Miller thanked Sanders for his work and presentation. Chair Miller <br />stated the Commission would reprioritize the list at the next meeting. The <br />City Administrator stated the top three projects on the list were currently <br />in the 2017 budget. He explained this would cause the fund to look <br />negative in 2021, but there were several factors that increased the balance, <br />but were not shown. One source included local government aid which is <br />only accounted for in the upcoming year because the amount the City is <br />receiving is only known for 2017. The City Administrator thought with <br />future local government aid the fund would remain positive in 2021. He <br />further explained there are additional funds the Commission could <br />consider pulling from for future projects including the 10 percent <br />gambling fund which has approximately $90,000 and the Park Land <br />Acquisition Fund which has approximately one million dollars currently. <br />The director asked if there were statutory requirements that would prevent <br />funds from being used for purposes besides Park Land Acquisition. The <br />City Administrator explained there were no state statues for the Park Land <br />Acquisition Fund as long as the money was used for Parks and Recreation <br />needs. He noted the Commission would have to get City Council approval <br />to use the money for other purposes. <br /> <br /> <br /> The Director shared a draft job description for the Parks and Recreation <br />Department. He explained the draft was compiled by City staff. Chair <br />Miller noted a title was needed for the position, and that was up for <br />interpretation. Darling asked if the major duties and responsibilities had <br />been compiled recently. The Director stated they were determined in 1999. <br />Darling suggested duty number 13 and 14 be moved to follow duty <br />number 6. She also suggested moving duty number 21 to follow duty
