MINUTES OF THE REGULAR MEETING <br />PARKS & RECREATION COMMISSION <br />LITTLE CANADA, MINNESOTA <br /> <br />October 5, 2016 <br /> <br /> Pursuant to due call and notice thereof a regular meeting of the Parks & <br />Recreation Commission of the City of Little Canada, Minnesota, was held on <br />the 5th day of October in the Council Chambers of the City Center located at <br />515 Little Canada Road East in said city. <br /> <br /> Chair Dave Miller called the meeting to order at 6:30 p.m. and the following <br />members of the commission were present: <br /> <br /> MEMBERS PRESENT: Ms. Rose Chu (Arrived 6:35) <br /> Mr. Ron Horwath <br /> Mr. Dave Miller <br /> Mr. Tom Ray <br /> Mr. Peter Schletty <br /> Ms. Patti Sullivan <br /> <br />ABSENT: Ms. Sharen Darling <br /> <br /> ALSO PRESENT: Mr. Jim Morelan, Parks and Rec. Director <br /> Ms. Katie McGinnity, Rec. Supervisor <br /> Mr. Joel Hanson, City Administrator <br /> Ms. Vanessa Van Alstine, Cable TV Prod. <br /> <br />Sullivan made a motion to approve the minutes from the August meeting. <br />Ray seconded the motion. The motion passed 5 – 0. <br /> <br /> Chair Miller invited the City Administrator to speak on the next steps of <br />the budgeting process. The City Administrator stated staff had reviewed <br />the prioritization list and made preliminary suggestions for funding and <br />projects. He explained the General Capital Improvement (400) Fund could <br />be used as a source of funding for a number of projects including the <br />Gervais Mill Park Garden, Pioneer Pond Planting, Spooner Park Play <br />Area, Pioneer Park Play Area, Informational Signs, Spooner Park <br />Pickleball Courts, and the Spooner Park Signage. The 400 fund contains <br />surplus general fund money and local government aid. He noted the fund <br />shows a deficit in future years because local government aid is only <br />included in the year it is received since it tends to fluctuate. He stated the <br />projects could be completed mostly in 2017 with some being funded in <br />2018 and 2019. In addition to the projects mentioned above, the City <br />Administrator explained staff had also included costs to make parking lot <br />improvements at Gervais Mill Park, and update the overflow parking lot in <br />MINUTES <br />2017 CAPITAL <br />BUDGET <br />PLANNING
