MINUTES <br />PARKS & RECREATION COMMISSION <br />October 5, 2016 <br />Pioneer Park. The City Administrator noted the fund may have additional <br />dollars if the City decides not to buy their own sweeper which would cost <br />$250,000. The City Administrator questioned prioritizing the Gervais Mill <br />Park Overlook and drinking fountain over funding other projects. He <br />explained it may not be best at this time because the area is overgrown and <br />the money may be better spent on other smaller projects. The City <br />Administrator explained all of these ideas should be discussed in a <br />workshop with the City Council so the prioritization list can be shared. <br />Another idea the City Administrator had, was to use the ten percent <br />gambling fund to update one of the play areas. Another funding source he <br />mentioned was the Park Land Acquisition Fund since the fund has accrued <br />over one million dollars. Schletty asked what the process to withdraw <br />money from that account would look like. The City Administrator stated <br />the City Council would discuss the opportunity. The Recreation <br />Supervisor asked how much money should be left in the fund to <br />comfortably fund future acquisitions. The City Administrator thought <br />taking $300,000 - $400,000 would be safe since the fund receives ongoing <br />revenue from new developments. <br /> Chair Miller asked the City Administrator to recap the items that were <br />budgeted for. The City Administrator stated items 1-4, and 7-9 of the <br />prioritization list were included. He noted numbers 5 and 6 were not <br />included because the Centerville Road Project, currently under <br />construction, was adding a sidewalk or paved shoulder and a trail would <br />be difficult in that area. The City Administrator mentioned more time <br />would be needed to examine the Powerline Trail Expansion (item number <br />5 and 6). <br /> Horwath asked what the feasibility of delaying the Gervais Mill Park <br />Overlook and instead just putting in the sidewalk would be. The City <br />Administrator explained the cost saving would not be exact because a <br />retaining wall would most likely have be put in place if a sidewalk was <br />added. Chair Miller asked the Commission what priorities should be <br />changed. Chair Miller suggested moving the Pioneer Park drinking <br />fountain up on the prioritization list. The Director agreed, and thought it <br />was more important than the Gervais Mill Park drinking fountain. He <br />suggested, due to the physical activity in the area from the tennis and <br />basketball courts, it would be utilized more at Pioneer even though the <br />cost was significantly higher, due to the distance from the road. Horwath <br />agreed a water fountain would be nice in that area from a runner’s <br />perspective as well. Ray asked if there was a water fountain in the main <br />complex. The Director stated there was, but thought there was enough of a <br />distance in between to necessitate having two drinking fountains. Chair <br />Miller suggested moving the Pioneer Park drinking fountain up to number <br />2 on the prioritization list. <br /> Chair Miller suggested moving the Gervais Mill Park overlook and <br />drinking fountain to a lower priority within the Gervais Mill Park Garden <br />Project.
