MINUTES <br />PARKS & RECREATION COMMISSION <br />October 5, 2016 <br />CREATING <br />PUBLIC <br />ACESS ON <br />SAVAGE <br />LAKE <br />yet in the budget and could be discussed in future years depending on <br />demand. <br /> Chair Miller concluded the discussion and stated more details would be <br />discussed at the November 16th workshop with the City Council. <br /> <br /> <br /> Chair Miller stated the City Council has asked the Park and Recreation <br />Commission to look into if there is a desire to open a Public Access to <br />Savage Lake and choosing one of two City right-of ways to use for the <br />access. The Public Access request is for the west side of the lake which is <br />split into two parts by interstate 35E. Chair Miller explained one right of <br />way is off Old County Road C between two properties and the other right <br />of way is off Lake Street between two properties. The Commissioners <br />questioned the need for a Public Access. The Recreation Supervisor <br />explained the report provided by the City Engineer showed the need to <br />have a public hearing to ask the residents if they would like to have Public <br />Access to Savage Lake. Schletty noted the right of way off Lake Street ran <br />very close to one of the homes, and a Public Access may not be wanted by <br />the homeowner. Chair Miller asked if any homeowners have deeded <br />access to Savage Lake. The City Administrator explained he did not know <br />of any deeded access to Savage Lake. The City Administrator explained <br />surveying only the properties that abut the Lake may cause issues because <br />those homeowners have access. He asked the Commission how they <br />would like to conduct public input for this issue. Horwath asked if there <br />was any space for parking. The City Administrator explained it would <br />have to be studied further, but Lake Street would be a safer parking area <br />than Old County Road C. Chair Miller stated more information about what <br />type of access is wanted would be needed. The Director agreed <br />community input was necessary. Chu thought it would be best to use <br />multiple forms of communication to gain more input, including surveys <br />and a public hearing. Chu asked how the Commission should select input <br />from the public. Chair Miller asked the City Administrator to discuss some <br />opportunities to collect input so the Commission could choose how to <br />select input at the November meeting. <br /> <br /> Chair Miller stated the City Council has asked to hold a joint workshop <br />with the Parks and Recreation Commission on Wednesday November 16th <br />at 6:00pm. <br /> <br /> <br /> <br /> <br />The Recreation Supervisor reported the next Market Place Morning Talk <br />would take place Wednesday October 12th at the Bingo Hall.
