MINUTES <br />PLANNING COMMISSION <br />OCTOBER 13, 2016 <br />for a driveway turnaround on this property and understands that the only <br />location possible is in front of the principal structure. She explained that <br />staff recommends reducing the size to 19 feet wide by 15 feet deep. She <br />noted that by reducing the width of the turnaround, it would then be about <br />23 feet from the street and not need a variance. <br />David VanHouse, attorney representing property owner Darlene <br />Herkenhoff, stated that they are in agreement with the staff <br />recommendations and will reduce the turnaround size. <br />There were no comments from the public. <br />Sandell recommended approval of the Variance to allow a 19'w x 15'd <br />driveway turnaround, in front of the principal structure, at 2954 Edgerton <br />Street, subject to the recommendations and conditions in the staff report. <br />Motion seconded by Schwalbach. <br />Motion carried 5 — 0. <br />CONDITIONAL The City Planner reported that the last time the Planning Commission <br />USE PERMIT reviewed this request was in June, and since then the property owner has <br />TO ADD A <br />been working with the Valvoline Oil Change owner and CVS on a plan <br />DRIVE-THRU <br />that is agreeable to everyone. He stated that this request is to allow a new <br />FOR A <br />Little Caesar's to have a drive-thru window on the north side of the mall. <br />RESTAURANT <br />He noted that the first proposal was for traffic to enter the site in the north <br />IN A RETAIL <br />driveway, make a u -turn in the rear of the building pull up to the order <br />MALL AT 2680- <br />board, and then exit back out of the north driveway. He explained that this <br />2688 RICE <br />second proposal now has traffic entering in the middle curb cut which is <br />STREET; NEAL <br />shared with the CVS pharmacy drive-thru and will become 2 -way traffic, <br />ANDERSON, <br />going behind the mall building and pulling right up to the pick-up window <br />LE -EH, LLC <br />since the order board has been eliminated. He noted that the order <br />window has been moved further east to help if there are cars in the <br />Valvoline drive aisles, and the drive aisle on the north side of the building <br />has been shifted to the north and widened to allow traffic to exit better <br />around Valvoline, and the trash area was moved. The City Planner <br />reported that the City Engineer has verified that the conditions he <br />requested have now been met, and noted that there are still a few issues <br />with the traffic conflict points, but he believes the traffic flow is <br />functional. The City Planner stated that his original conditions have been <br />addressed or are a non -issue now, like the order board has been removed. <br />He noted that the applicants not proposing additional landscaping on the <br />north side since there is now no order board to screen and they feel the <br />existing landscaping is sufficient. <br />-2- <br />
