MINUTES <br />PLANNING COMMISSION <br />OCTOBER 13, 2016 <br />Schletty-Flores asked if CVS drive-thru customers would see any signs <br />about traffic as they are sitting in line. Mr. Christensen stated there will be <br />a blind corner sign for their drive-thru customers, along with a mirror and <br />stop sign for traffic coming in from Rice Street, and speed bumps. Duray <br />asked about any other signage proposed for the business. Mr. Christensen <br />stated they will only have the allowed signage. Duray asked about the <br />Planner's recommendation to add landscaping along the north property <br />line. The City Planner stated the original concern was for screening the <br />order board, but now less of a concern since the order board is gone, so <br />there should be adequate screening after the fence repairs. Davison stated <br />that since the restaurant will not be open too late, noise should not be <br />much of an issue for the residential area. Duray stated his big concern was <br />screening for the neighbors to the east and north, but feels the screening <br />has been addressed. He noted that it appears the applicant has tried to plan <br />something that works for everyone as much as possible. <br />There were no comments from the public. <br />Schwalbach recommended approval of the conditional use permit for a <br />drive-thru at 2680-2688 Rice Street, subject to the conditions in the staff <br />report and the fence on the north and east sides must be fixed to provide <br />adequate screening for lights and sound. <br />Motion seconded by Schletty-Flores. <br />Motion carried 5 — 0. <br />VARIANCE TO The Associate Planner reported that Lynn and Troy Natus are the owners <br />ALLOW <br />of Mama T's Castle Tap at 2490 and 2500 Rice Street, and they purchased <br />INCREASED <br />the former Brady's property in October 2015. She explained that as new <br />SIGNAGE AT <br />owners they assumed the existing signage could be replaced, but staff <br />2490 & 2500 RICE <br />discovered that some of it was illegal non -conforming and had been <br />STREET, MAMA <br />installed without permits. She explained that allowed signage amounts are <br />T'S CASTLE TAP; <br />calculated based on the amount of building frontage, but since this <br />LYNN & TROY <br />building is very narrow and deep, it does not end up allowing more than <br />NATUS <br />two square feet of wall signage after using the existing ground sign <br />cabinet. She stated the applicant's proposal shows a new ground sign <br />cabinet that will comply with the architectural guidelines and have a <br />dynamic sign. She noted they will be removing the sign on the ground <br />sign pole. The Associate Planner stated the applicant is asking for 18 <br />additional square feet of signage in order to be able to also have a wall <br />sign. She reported that staff finds that the orientation of the building is <br />
