MINUTES <br />PLANNING COMMISSION <br />OCTOBER 13, 2016 <br />unique and recommends approval of a variance to allow up to a total of <br />9 8.3 8 square feet of signage on this property. <br />Duray asked if Brady's had a wall sign. The Associate Planner stated it <br />did, along with the existing ground sign, but there were no permits for the <br />signs. Duray stated the new ground sign design would be a nice <br />improvement to the area. He noted that as a business owner on Rice <br />Street, as much signage as possible is needed for the fast moving traffic. <br />There were no comments from the public. <br />Sandell recommended approval of the Variance to allow 98.38 square feet <br />of signage at Mama T's Castle Tap at 2490 and 2500 Rice Street, subject <br />to the recommendations stated in the staff report. <br />Motion seconded by Davison. <br />Motion carried 5-0. <br />PLANNED UNIT The City Planner reported that the Planning Commission first looked at <br />DEVELOPMENT this as a concept Planned Unit Development a few months ago. He <br />& LOT <br />explained that the Planning Commission and City Council first reviews the <br />COMBINATION <br />proposal for the overall use and gives recommendations to the applicant, <br />FOR A <br />with no formal decisions made at that time. He stated that following this, <br />TOWNHOME <br />the applicant submits updated plans for the development stage PUD, <br />DEVELOPMENT <br />which then goes back through Planning Commission and City Council to <br />AT 2736 & 2744 <br />review details before granting any approvals. He explained that the <br />RICE STREET <br />applicants have made significant changes to the plans, and are down from <br />18 units to 14 units. He stated that during the initial concept review, his <br />recommendations were for larger setbacks from neighboring properties, <br />especially from the south side residential, a wider main drive aisle that is <br />at least 75 feet wide face to face in order to have longer driveways, and at <br />least 500 square feet per unit of open space that does not include the <br />stormwater pond area. <br />The City Planner explained that upgraded building materials are an <br />important consideration in Planned Unit Developments, and typically <br />vinyl siding is not allowed. He noted that after reviewing the updated <br />plans, the front wall of the buildings were upgraded but those materials <br />should be extended around all sides. He reported that no landscape plan <br />was submitted, and exterior spaces, such as patios and decks, are <br />important in townhome developments, and this site has some steep slopes <br />to deal with, along with screening, both from the neighbors and for the <br />-5- <br />
