MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 10, 2016 <br />have made big improvements and have met most, if not all, of the <br />suggestions requested. <br />The City Planner explained that the primary thing the City is flexing <br />through the Planned Unit Development process is that these units are <br />being allowed to be built on a private street which allows more density. <br />He stated that the tradeoff is better building materials and landscaping. <br />Duray read an email received from the property owner of 91 Iona Lane: <br />We are unable to attend the meeting next Thursday on the proposed <br />townhome development at 2736 & 2744 Rice Street. My mother, <br />Elizabeth Tschida-Miller, lives adjacent to the subject property at 91 Iona <br />Lane, Little Canada. Lot 2 Block 1 Park Oaks. Her property is directly <br />behind the new townhome buildings. We have reviewed the <br />documentation you sent and have some comments and requests we would <br />like to make sure are addressed. <br />1. We have been told that a fence would be approved just inside of the <br />property line for the new townhomes. Please make sure this is a 6' <br />privacy fence and inside of the townhome development property line <br />so it will be maintained by the association and will not become a <br />burden on the homeowners in Park Oaks addition. Plus with the <br />parking spots in the rear of the development facing Park Oaks, a <br />privacy fence will help with the headlights shining in our bedroom <br />windows at night from cars pulling in and out of those parking spots. <br />2. Please make sure the Evergreens that are planted in the rear of the <br />townhomes adjacent to Park Oaks addition have some size to them. 6' <br />tall would be preferred. <br />3. We have reviewed the grading plan and the subject property is higher <br />than the Park Oaks addition. We see that there is a retention pond and <br />the drainage will flow on the townhome property adjacent to Park <br />Oaks. We would just like to go on record if there is problem with the <br />water flowing onto the Park Oaks addition after the townhomes are <br />built and the final grading is done that it will be addressed and <br />corrected. <br />Thank you for your time, <br />Elizabeth Tschida-Miller & Jayne Sherratt <br />Sandell asked about the current elevation of this property versus the <br />neighboring properties. The City Planner stated the existing homes on the <br />south side are quite a bit higher right now, and after the site is graded, it <br />will still be a little higher on the south side and quite a bit higher on the <br />-2- <br />
