MINUTES <br />CITY COUNCIL <br />NOVEMBER 16, 2016 <br />has been a great amenity with more data and information available. He <br />stated they are also working on getting a new jail management system in <br />Spring 2017. He explained that the County is housing an average of 400 <br />people at any one time with a lot of turnover, which means there is a lot of <br />information going around such as each person's health records. He stated <br />that the County is also now using a crime mapping software system that <br />gives the public access to data and is connected to their new records <br />management system. <br />Chief Deputy Serier stated that the Sheriff s. Department is always looking <br />for good ways to connect with communities and residents. He explained <br />they have started Coffee with a Cop at various restaurants, along with the <br />Hot Dog with a.Deputy events in the evenings during the summer at local <br />parks. He noted that a lot of people attended these events and every event <br />has handed out at least 400 hot dogs. He explained that financial support <br />for these events comes from the Sheriff s Foundation. Chief Deputy Serier <br />stated that the Minnesota Sheriffs Association report will come out in <br />early 2017. He explained another program that has been very successful. <br />He stated that their detention facility houses pre-trial people, and many <br />times these people are there for long periods of time. He explained that <br />many of the residents in the facility are well behaved and the facility staff <br />wanted to find a way to give them a positive outlet while they are there. <br />He stated that the staff created the PRIME Unit. He explained that PRIME <br />is an acronym for "Positive Responsible Inmates Managed Effectively" and <br />this unit in the detention facility gives the residents expanded time to be out <br />in the common area with programming. He stated that Prime is a unit that <br />inmates can go to with good behavior and if they are willing to do the <br />required things like anger management and personal leadership classes. <br />Chief Deputy Serier noted this Unit has been very successful and there is a <br />waiting list. He noted that the Department is working on starting this for <br />female inmates also. He stated that there are also dropboxes for unused <br />medications so that they don't get into the wrong hands or get flushed and <br />end up in the water system. He explained that anyone can bring the <br />medications to the Ramsey County patrol station in Arden Hills, or their <br />facility in St. Paul on Grove Street. Chief Deputy Serier explained that the <br />Sheriff's Association fall fundraiser, Fright Fest, had another very <br />successful year, and raised about $100,000. He explained that the funds go <br />to youth initiatives, various specialty projects and equipment, and K-9 <br />outreach. <br />PRESENTATION: Jon Joriman, President of the Little Canada Recreation Association, <br />DONATION explained that the recreation association was started in 1957 to help the <br />FROM LITTLE youth in the community be able to play baseball. He stated that they have <br />CANADA provided funds to the City for various things over the years. He explained <br />RECREATION that the membership decided to donate $35,000 to the City to give <br />ASSOCIATION <br />2 <br />
