MINUTES <br />CITY COUNCIL <br />NOVEMBER 16, 2016 <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION 2 016-11-192 -AWARD CONTRACT FOR <br />DEMOLITION OF 331 LITTLE CANADA ROAD, 56 LITTLE <br />CANADA ROAD, 30 LITTLE CANADA ROAD, AND 2801 COUNTRY <br />DRIVE TO ALL METRO EXCAVATING AT A COST OF $60,500 AS <br />PRESENTED BY THE CITY ADMINISTRA TOR. <br />The foregoing resolution was duly seconded by Keis. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />LEAGUE OF <br />The City Administrator explained that this insurance waiver is a standard <br />MINNESOTA <br />form that the City completes every year with the insurance renewal. He <br />CITIES <br />stated that the City elects to not waive the monetary limits on municipal <br />LIABILITY <br />tort liability, and the City has insurance amounts higher than the statutory <br />COVERAGE <br />limits. <br />WAIVER <br />The City Administrator explained that on November 15th neighborhood <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-11-193 -APPROVE THE LEAGUE OF <br />MINNESOTA CITIES LIABILITY COVERAGE AND OPT TO NOT <br />WAIVE THE MONETAR Y LIMITS ON MUNICIPAL TORT <br />LIABILITY AS RECOMMENDED BY THE CITY ADMINISTRA TOR. <br />UPDATE ON <br />The foregoing resolution was duly seconded by McGraw. <br />PROPOSED 2017 <br />Aye (5). <br />STREET AND <br />Nays (0). Resolution declared adopted. <br />UTILITY <br />IMPROVEMENT <br />PROJECTS <br />The City Administrator explained that on November 15th neighborhood <br />meetings were conducted for the 2017 proposed street improvement <br />projects. He stated that the recommended project areas are Rose Place and <br />Lakeshore Avenue between Jackson Street and Lake Street, Vanderbie <br />Road between Labore Road and Allen Avenue, and Greenbrier Circle from <br />County Road B2 to the north end. He noted that Greenbrier Circle met <br />with some resistance from the property owners, so since it is a <br />reconstruction project and it is a dead end road, the residents can determine <br />when they want it done, so the Engineer recommends not doing that street <br />for now. The City Administrator stated that the City received a petition <br />requesting the reconstruction of Labore Road from Jackson Street to the <br />west end. He explained that the Engineer recommends eliminating <br />Greenbrier Circle and adding in Labore Road instead. He noted that it is a <br />rural road now so it would be full reconstruction and adding curb and <br />gutter. He recommends accepting the petition and having a neighborhood <br />5 <br />
