MINUTES <br />IMPROVEMENT HEARINGS <br />NOVEMBER 21, 2016 <br />paving including concrete curb and gutter repair, storm sewer <br />improvements, and watermain maintenance. <br />The City Engineer reviewed project costs, noting that the initial estimate <br />was $323,815.16 with the final estimated cost at $377,497.83. He then <br />reviewed assessment payment methods which provide for payment (either <br />in full or part) with no interest within the first 30 days after the assessment <br />is adopted, or allowing the assessment to be certified against property <br />taxes for collection over a 10 year period at an interest rate of 3.75%. The <br />Engineer noted that after certification assessments can be paid off early to <br />the County at any time. He suggested, however, that payments should be <br />made prior to November 15th in the given year or the County will add the <br />next year's interest to the balance. <br />The City Administrator reported that anyone wishing to object to the <br />proposed assessment should do so in writing at this time. Submitting a <br />written objection will preserve the property owners right to contest the <br />assessment in District Court. There were no written objections received. <br />There were no comments from the general public. <br />Upon motion by Keis, seconded by McGraw, the assessment hearing was <br />closed. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-11-198 —ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2015-02, SOUTH OWASSO <br />BOULEVARD (RICE STREET TO COUNTRYDRIVE) BY COLD JN - <br />PLACE RECYCLING AND PAVING INCLUDING CONCRETE <br />CURB AND GUTTER REPAIR, STORMSEWER IMPROVEMENTS <br />AND WA TERMAIN MAINTENANCE AS RECOMMENDED BY CITY <br />STAFF. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMPROVEMENT Mayor Keis opened the Assessment Hearing to consider the adoption of <br />NO. 2015-01 special assessments for Improvement No. 2015-01, Centerville Road <br />CENTERVILLE (Little Canada Road to 800' west of Edgerton Street) by combination of <br />ROAD mill/overlay, reconstruction, and cold in-place recycling and paving <br />including concrete curb and gutter repair, sidewalk, storm sewer <br />improvements, and watermain maintenance. <br />
