MINUTES IMPROVEMENT HEARINGS NOVEMBER 21, 2016 paving including concrete curb and gutter repair, storm sewer improvements, and watermain maintenance. The City Engineer reviewed project costs, noting that the initial estimate was $323,815.16 with the final estimated cost at $377,497.83. He then reviewed assessment payment methods which provide for payment (either in full or part) with no interest within the first 30 days after the assessment is adopted, or allowing the assessment to be certified against property taxes for collection over a 10 year period at an interest rate of 3.75%. The Engineer noted that after certification assessments can be paid off early to the County at any time. He suggested, however, that payments should be made prior to November 15th in the given year or the County will add the next year's interest to the balance. The City Administrator reported that anyone wishing to object to the proposed assessment should do so in writing at this time. Submitting a written objection will preserve the property owners right to contest the assessment in District Court. There were no written objections received. There were no comments from the general public. Upon motion by Keis, seconded by McGraw, the assessment hearing was closed. Keis introduced the following resolution and moved its adoption: RESOL UTION NO. 2016-11-198 —ADOPTING THE ASSESSMENT ROLL FOR IMPROVEMENT NO. 2015-02, SOUTH OWASSO BOULEVARD (RICE STREET TO COUNTRYDRIVE) BY COLD JN - PLACE RECYCLING AND PAVING INCLUDING CONCRETE CURB AND GUTTER REPAIR, STORMSEWER IMPROVEMENTS AND WA TERMAIN MAINTENANCE AS RECOMMENDED BY CITY STAFF. The foregoing resolution was duly seconded by Montour. Ayes (4). Nays (0). Resolution declared adopted. IMPROVEMENT Mayor Keis opened the Assessment Hearing to consider the adoption of NO. 2015-01 special assessments for Improvement No. 2015-01, Centerville Road CENTERVILLE (Little Canada Road to 800' west of Edgerton Street) by combination of ROAD mill/overlay, reconstruction, and cold in-place recycling and paving including concrete curb and gutter repair, sidewalk, storm sewer improvements, and watermain maintenance.
