MINUTES <br />IMPROVEMENT HEARINGS <br />NOVEMBER 21, 2016 <br />The City Engineer reviewed project costs and the uniqueness and issues <br />with this street, noting that the initial estimate was $135,000 with the final <br />estimated cost at $455,722.58. He noted that all of the assessments stayed <br />the same as indicated at the initial public hearing, except for three that had <br />property line adjustments and a utility connection installed. He then <br />reviewed assessment payment methods which provide for payment (either <br />in full or part) with no interest within the first 30 days after the assessment <br />is adopted, or allowing the assessment to be certified against property <br />taxes for collection over a 10 year period at an interest rate of 3.75%. The <br />Engineer noted that after certification assessments can be paid off early to <br />the County at any time. He suggested, however, that payments should be <br />made prior to November 15th in the given year or the County will add the <br />next year's interest to the balance. <br />The City Engineer then reviewed the assessment roll as well as a sample <br />amortization schedule for an assessment that would be certified for <br />collection with property taxes. <br />Mr. Shahzad Kahn, read a letter of objection he had written, and offered <br />that any other residents in the audience could also sign it. The City <br />Administrator addressed each of Mr. Kahn's concerns. The letter was <br />submitted to the City for its records. <br />MaryClare Rieschl, representing the assessed property, 0 Frattalone Lane, <br />which is common area in the Pitrina Park townhome association, noted <br />that there was a lot of heavy vehicle traffic using Allen Avenue during <br />construction. She asked if the county could assess each of the individual <br />homeowners rather than the association. The City Administrator stated it <br />may be possible, but individual property owners were not mailed notices <br />and there could be legal issues. He noted it likely could have been done if <br />the City was asked earlier. <br />Fischer asked if there is any more time available to pay the assessment. <br />The City Administrator stated statutorily 30 days is the requirement and <br />the assessment information must be submitted to the county by December <br />31. The City Engineer stated that if anyone knows of any construction <br />issues, let him know so the inspector can look into it. <br />The City Administrator reported that anyone wishing to object to the <br />proposed assessment should do so in writing at this time. Submitting a <br />written objection will preserve the property owners right to contest the <br />assessment in District Court. Keis noted that two written objections were <br />received; one from the property owner of 2717 Centerville Road and 303 <br />Little Canada Road; and one signed by the property owners of 2811, 2825 <br />and 2837 Centerville Road submitted by Mr. Kahn. <br />rd <br />
