MINUTES <br />IMPROVEMENT HEARINGS <br />NOVEMBER 21, 2016 <br />The City Administrator reported that anyone wishing to object to the <br />proposed assessment should do so in writing at this time. Submitting a <br />written objection will preserve the property owners right to contest the <br />assessment in District Court. There were no written objections received. <br />There were no additional comments from the general public. <br />Upon motion by Keis, seconded by Fischer, the assessment hearing was <br />closed. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2016-11-202 — ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2016-01, DEMONT A VENUE <br />(FROM MCMENEMY STREET TO SA VAGE LANE) BY FULL <br />DEPTH RECLAMATION INCLUDING CONCRETE CURB AND <br />GUTTER REPAIR, DRIVEWAYAPPROACH WORICAND <br />WATERMAIN MAINTENANCE AS RECOMMENDED BY CITY <br />STAFF. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMPROVEMENT Mayor Keis opened the Assessment Hearing to consider the adoption of <br />NO. 2016-02 special assessments for Improvement No. 2016-02, Morrison Avenue <br />MORRISON (from Demont Avenue to the south end) by full depth reclamation and <br />STREET paving including concrete curb and gutter repair, driveway approach work, <br />and watermain maintenance. <br />The City Engineer reviewed project costs, noting that the initial estimate <br />was $83,127.60 with the final estimated cost at $80,429.85. He noted <br />there are some driveways on this street that may also receive credits. He <br />stated the property on McMenemy that has rear frontage on Morrison will <br />not be assessed because there is no benefit to thein since the whole <br />backyard is wetland. He then reviewed assessment payment methods <br />which provide for payment (either in full or part) with no interest within <br />the first 30 days after the assessment is adopted, or allowing the <br />assessment to be certified against property taxes for collection over a 10 <br />year period at an interest rate of 3.75%. The Engineer noted that after <br />certification assessments can be paid off early to the County at any time. <br />He suggested, however, that payments should be made prior to November <br />15t" in the given year or the County will add the next year's interest to the <br />balance. <br />
