MINUTES <br />IMPROVEMENT HEARINGS <br />NOVEMBER 21, 2016 <br />AND GUTTER REPAIR, AND WA TERMAIN MAINTENANCE AS <br />RECOMMENDED BY CITYSTAFF, ALONG WITHAPPROVAL OF <br />CREDIT TO THE SE VEN PR OPER TIES FOR CURB <br />REPLACEMENT THAT WERE DISCUSSED, AND REVIEW 825 <br />ASPEN FOR POSSIBLE CREDIT. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMPROVEMENT Mayor Keis opened the Assessment Hearing to consider the adoption of <br />NO. 2016-01 special assessments for Improvement No. 2016-01, Demont Avenue (from <br />DEMONT McMenemy Street to Savage Lane) by full depth reclamation including <br />AVENUE concrete curb and gutter repair and driveway approach work, and <br />watermain maintenance. <br />The City Engineer reviewed project costs, noting that the initial estimate <br />was $79,495.25 with the final estimated cost at $62,109.69. He noted that <br />there is still some work to be completed in the spring. He then reviewed <br />assessment payment methods which provide for payment (either in frill or <br />part) with no interest within the first 30 days after the assessment is <br />adopted, or allowing the assessment to be certified against property taxes <br />for collection over a 10 year period at an interest rate of 3.75%. The <br />Engineer noted that after certification assessments can be paid off early to <br />the County at any time. He suggested, however, that payments should be <br />made prior to November 15'11 in the given year or the County will add the <br />next year's interest to the balance. <br />The City Engineer then reviewed the assessment roll as well as a sample <br />amortization schedule for an assessment that would be certified for <br />collection with property taxes. <br />A resident stated she does not feel it is fair for the City to charge interest <br />before the project is done. The City Engineer stated when the concrete <br />and asphalt are installed, the project is considered "substantially" <br />complete, and it is standard policy to do the assessments at that point. He <br />noted that 355 Demont has the ability to subdivide so they could defer one <br />unit if they apply. Fischer asked the City Engineer to explain the two <br />properties that are each assessed two units. The City Engineer stated that <br />on corner lots, 100% is assessed on the front side, and 0.2 unit (20%) is <br />assessed for a side or rear yard with street frontage. Torkelson asked if by <br />giving contractors leeway in project timing, does the City get better <br />pricing. The City Engineer stated that is correct. <br />7 <br />
