MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 2016 <br />recognize her service as she is retiring at the end of the year. Keis read a <br />resolution of appreciation. <br />Ms. Scalze stated that she loved the time she spent as a Councilmember, <br />and is very proud of the Little Canada City Council for how well they have <br />worked together over the years with no conflict. <br />PUBLIC <br />The City Planner explained this case has been before the Council <br />HEARING— <br />previously and was reviewed at the concept stage where many suggestions <br />TOWNHOME <br />were given to the developers. He explained that the applicants are now <br />PLANNED UNIT <br />proposing 14 townhouse units, and have made many changes to the plans to <br />DEVELOPMENT <br />address the comments they received. He stated that the updated landscape <br />AT 2736 & 2744 <br />plan now has significant additions to plantings, irrigation, trees, the patios <br />RICE STREET; <br />are shown on the plan, retaining walls and evergreen trees with a thick row <br />CASH FOR <br />of arborvitae on the south side for screening the adjacent residential homes. <br />HOUSES, LLC <br />He noted that a resident on the south side had specifically requested a <br />fence, but the Planning Commission recommended trees for screening <br />rather than a fence. He stated the developer has improved the materials on <br />all sides of the buildings. He noted the spacing between the buildings was <br />increased to 75 feet, and the units were shifted to have a 30 foot setback <br />from the south side, away from the single family homes. The City Planner <br />stated that Staff feels the developers have made a number of improvements <br />to the plan and have met most, if not all, of the suggestions requested. <br />The City Planner explained the Planning Commission recommended <br />approval of the Planned Unit Development with the conditions that were <br />still outstanding. He noted that the Council will need to determine the <br />buffer on the south side since the neighbor has specifically requested a <br />fence, and the applicant has stated they are willing to install a fence if the <br />city requires. <br />McGraw asked who would own and maintain the pond on the site. The <br />City Planner stated the pond is on private property and will be maintained <br />by the association. He noted the City can go in and inspect if needed, and <br />easements for the drainage area would be shown on the plat. <br />Andrea Main, 81 Iona Lane, stated she is concerned about the drainage <br />pond because she has small children, the loss of privacy with the <br />development, and the potential damage to oak trees on the two neighboring <br />lots and on the property lines. The City Planner stated the grading plan <br />appears to show that grading will occur close to the property lines so the <br />contractor will need to take precautions to protect nearby trees. He stated a <br />forester could be consulted on the best way to protect the trees if the <br />Council felt the need. The City Administrator stated it may be possible to <br />2 <br />
