MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 2016 <br />The City Administrator reported that Park & Recreation Director, Jim <br />Morelan, will be retired by the end of the year. He explained that there is <br />about $60,000 for salary in 2017 since the budget was left the same as this <br />year, so the hiring timeline and budget needs will depend on the salary and <br />when the person starts. He stated that the current Recreation Coordinators <br />are willing to help out to make the interim time work. The City <br />Administrator stated there are not good comparisons for the job duties we <br />are looking at, and with comparable sized cities. There was Council <br />consensus to hire after the first quarter, around April 1, but keep the levy <br />increase under 3%. The City Administrator stated this does not need to be <br />decided tonight, and having a transition period may actually be a good <br />thing. He noted staff will make sure things get done. <br />2017 BUDGET The City Administrator stated there were only a couple of changes to the <br />budget. He explained that there was an increase in health insurance costs <br />due to more employees are now on the City's plan, and a revenue change <br />related to the SCORE grant. There was Council consensus to keep the levy <br />increase at 2.88% <br />TWIN LAKE The City Administrator stated the Council had a workshop to <br />LAND SALE discuss having commercial realtor firm, Avison Young, market the City's <br />Twin Lake Boulevard land. He reported that the Council first wanted to <br />ask Masterpiece Homes if they were interested in developing the property. <br />He stated that they are interested and are working on some drawings of <br />townhome ideas. He stated that after Masterpiece Homes have some plans <br />ready to review, the Council should have a workshop and neighborhood <br />meetings. McGraw asked if the City would be interested in using Avison <br />Young for the other city -owned properties. The City Administrator stated <br />he told Bruce Bahneman from Avison Young that the Council may be <br />interested in using them for the industrial park redevelopment sites.
