MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 2016 <br />PARKS & The City Administrator reported that there was a joint workshop on <br />RECREATION November 16th with the Council and Parks & Recreation Commission. He <br />WORKSHOP stated that the Parks & Recreation Commission further reviewed the topics <br />FOLLOW-UP at their meeting on December 1St. He stated that the Council should let hien <br />know if they have any more suggestions to the updated job description. <br />The City Administrator asked about what the job title should be, and stated <br />that given some of the new job duties, maybe something like community <br />services manager since it will not only be working on Parks & Recreation. <br />However, the title certainly could stay as Parks & Recreation Director <br />given that will be the primary position responsibility. He stated the title <br />will likely affect who applies. Fischer stated he feels that the title is very <br />important and needs to have parks and recreation included to get the right <br />applicant. There was Council consensus to advertise both titles and let it <br />evolve depending on the applicants. <br />The City Administrator reported that according to our City Code, Pioneer <br />Park is short 72 parking spaces. He noted he checked codes of a number of <br />suburban cities and most did not regulate park parking with specific <br />requirements. The City Administrator stated he does not think it makes <br />sense to spend money to build an additional parking lot at Pioneer Park for <br />the few times a year that it is needed. He noted that the $80,000 can be left <br />in the budget as a place holder if the Council wants to think about it further. <br />He stated that Parks Staff will remove the concrete parking stops and close <br />off the area to prevent people from parking there simply for convenience. <br />Fischer noted that the Desoto side parking lot is frequently filled, but <br />Desoto is a wide street and can accommodate on -street parking. There was <br />Council consensus to leave the $80,000 in the budget for now and do a <br />further review of the parking code. <br />The City Administrator reported that staff made the modifications to the <br />capital improvement plan budget as discussed at the workshop. He stated <br />the biggest future expenditures for the parkland acquisition fund is the <br />purchase of the two houses on Round Lake, but there is no timeline for <br />when that will occur. Fischer stated the 2017 budget shows that the <br />Council supports the Parks & Recreation Commission's general <br />improvement list, and future budgets and priorities will be determined as <br />time goes on. Keis stated that he feels there needs to be more research on <br />some of the individual projects before the Council goes ahead with them. <br />The City Administrator stated he will pass on to the Parks Commission that <br />the Council is generally on board with their list, but wants more info about <br />some of the items on their list, such as the drinking fountain at Pioneer Park <br />and playground upgrades. Fischer stated that the Parks & Recreation <br />Commission has not yet done the future visioning of what the parks should <br />be, and the new employee should be a big part of that. <br />7 <br />
