10062 Flanders Court NE – Blaine, MN 55449 – (763) 780-0450 fax (763) 780-0452 <br /> <br />C:\Users\Lee\Desktop\Memo-112316-CC (Driveway Reimbursement).doc <br /> <br /> Memo <br /> <br /> <br />TO: Mayor Keis & Members of the City Council <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: November 23, 2016 <br /> <br />RE: Driveway Reimbursements <br /> 2015 Street Improvements <br /> <br /> <br />At the assessment hearings on Monday November 21st it was discussed that some <br />residents within the 2016 Street Improvements Project elected to have their entire <br />driveways replaced in conjunction with the street rehabilitation. The City did complete <br />the removals for all work associated with the project, but did not incur any costs for <br />patching in the fully replaced driveways as necessary to match the new curb. The <br />paving of the area to be patched was completed as part of the private driveway contract <br />paid for by the Property Owners to eliminate any seam in the driveway. As such City <br />staff is recommending that these Property Owners receive reimbursement from the City <br />for the amount it would have cost the City to patch these driveways based on the City’s <br />contract unit pricing. A list of the properties and the proposed reimbursement amounts <br />are listed below: <br /> <br />Address Reimbursement <br />808 Aspen Circle $408.10 <br />812 Aspen Circle $231.32 <br />820 Aspen Circle $205.08 <br />833 Aspen Circle $372.65 <br />835 Aspen Circle $423.50 <br />856 Aspen Circle $454.67 <br />864 Aspen Circle $480.36 <br />2450 Morrison Street $440.00 <br /> <br />There are two other relatively unique situations related to possible credits on Aspen <br />Circle. As some of the Council members may remember the improvement of Aspen <br />Circle was proposed by City staff in 2011. The improvement included an option for <br />Property Owners to choose to have their driveway approach corrected with the cost of <br />the curb work to be split 50/50 and the Property Owners 100% responsible for the <br />driveway work. A majority of the Property Owners requested the improvement be <br />delayed so the project did not move forward in 2011. Since that time two properties (815 <br />Aspen Circle and 825 Aspen Circle) replaced their driveways. Following is a summary <br />of each situation: <br />
