This resulted in no curb replacement <br />or driveway work being necessary as part of the City’s project completed this year. <br />The Property Owners have requested a credit for the cost of the curb and an <br />equitable portion of driveway removal and replacement that the City did not have to <br />do as a result of their private work. The cost savings to the City is estimated at <br />$1,177.41 based on the estimated quantities that would have been used and the bid <br />unit prices. The direction from the Council at the assessment hearing was to <br />calculate and provide this reimbursement to the Property Owner. <br /> <br />825 Aspen Circle <br />The Property Owners at 825 Aspen Circle replaced only their driveway <br />approximately 4 years ago leaving the aggressive curb approach. Therefore the <br />correction of the approach was completed with this project and that work required <br />the removal and replacement of a portion of the driveway. This resulted in a seam <br />in a relatively new driveway. The Property Owners are requesting a credit for the <br />portion of new driveway that was removed and replaced because it was in such <br />good shape and the fact that they now have a seam in their driveway. The cost of <br />the driveway patch was $445.50. The direction from the Council at the assessment <br />hearing was to calculate and provide this reimbursement amount for consideration <br />by the Council. <br /> <br />The similarities between these two situations is that the private work was completed <br />after the 2011 Public Hearing when the project was delayed and they were both done <br />without any coordination with the City or any agreement outlining possible <br />reimbursement or credit for the work performed. The City did indicate in 2011 that 50% <br />of the curb work and all associated driveway work would be at the cost of the <br />homeowners and that position was ultimately modified with the project in 2016 with the <br />City paying for those costs. The difference between the two situations is that the <br />improvements at 815 Aspen Circle did result in a reduced cost to the City whereas the <br />improvements completed at 825 Aspen Circle did not result in any cost savings to the <br />City. <br /> <br />Staff is recommending providing a reimbursement to the Property Owners that <br />completed private driveway work in conjunction with the project equal to the amount <br />saved by the City as shown in the table. The reimbursement for 815 Aspen Circle was <br />approved by the Council at the assessment hearing and the amount of the <br />reimbursement proposed is listed in this memo. We would ask that the City Council <br />provide direction as to if a reimbursement should be provided to 825 Aspen Circle and <br />the amount of such reimbursement. <br /> <br />If you have any questions please feel free to call me at 763-780-0450 Ext. 3.
