<br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: October 6, 2016 <br />RE: Little Canada – 2736/2744 Rice Street Townhomes - Development <br />Stage PUD <br />FILE NO: 758.09 – 16.19 <br /> <br /> <br /> <br />Background and Analysis <br /> <br />Cash for Houses LLC, has submitted plans for the development stage PUD for their project at <br />two former single family parcels along Rice Street. The project has been reduced to construct <br />14 units on the site (down from 18). The property lies just south of the Lincoln Pawn property <br />and the Villas Townhouse project, and just north of the single family Iona Lane neighborhood. <br />The property is 1.73 acres in area, and is zoned PUD, Planned Unit Development. The areas <br />to the north are also zoned PUD, and the Iona Lane residential property is zoned R-1, Single <br />Family Residential. The parcel along Iona Lane adjacent to Rice Street is zoned R-B, <br />Residential Business, and contains office uses. <br /> <br />In considering PUD development proposals, there are few distinct guidelines. However, the <br />Villas Townhomes adjacent to the north has provided a benchmark for what the City can <br />expect for new development of this type. The table below provides a comparison of a wide <br />variety of development factors, comparing the Villas project to the current proposal, and a <br />revised proposal: <br />
