STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Heidi Heller, City Clerk

DATE: December 16, 2016

RE: 2017 Planning Commission Appointments
2017 Planning Commission Chair Appointment

The terms of office for Nick Sandell and Tom Duray will expire on December 31, 2016. There
is also a vacancy from Jeff Heikke resigning in September, and the remainder of his term
through December 2017 will need to be filled. At this time, there are three positions to fill: two
3-year terms, and a 1-year term to complete a vacated position.

The City has received a letter requesting reappointment from Nick Sandell. Tom Duray has
reached the 3-term limit and cannot reapply. Letters of interest were also received from Chris
Kwapick and Catherine Beltmann.

The Planning Commission Interview Committee consisted of Council Members Keis and
Fischer, and the City Administrator. The consensus of the Interview Committee is that Nick
Sandell should be reappointed to a 3-year term, and Chris Kwapick and Catherine Beltmann
should be appointed to fill the two open Commission vacancies. The Council will need to decide
which applicant will be assigned to fill the 1-year term.

Please also note that the Planning Commission Ordinance calls for the Mayor to make a
recommendation for Planning Commission Chair. Mayor Keis will make that
recommendation at Wednesday’s meeting, with the Council making the actual appointment. The
Commission will select their own Vice Chair at their first meeting in January.
