10062 Flanders Court NE – Blaine, MN 55449 – Ph: (763) 780-0450 Fax (763) 780-0452

Z:\PROJ\120203E - 2017 Street Improvements\0030\Memo-121616-CC (2017 Feasibility).doc

Memo

TO: Honorable Mayor and City Council Members

FROM: Lee Elfering, City Engineer

DATE: December 16, 2016

RE: 2017 Street & Utility Project Feasibility Report

As required as part of the 429 process a feasibility report has been completed for the
proposed 2017 Street and Utility Improvements project. The streets where
improvements are proposed are as follows:

Vanderbie Road – Labore Road to Allen Avenue
Rose Place & Lakeshore Avenue – Lake Street to Jackson Street
Labore Avenue – Jackson Street to the west cul-de-sac

As directed by the City Council, informational meetings were held with each
neighborhood to obtain resident input and gauge project acceptance. Minutes from
those meetings are included in the report. In general those present at the meetings were
in favor of moving forward with the street improvements.

The feasibility report includes information on the existing conditions, proposed
improvements, estimated costs, and property assessments as outlined in the City’s
Assessment Manual. The final determination on the assessments will not be made until
the assessment hearing, but staff feels that the recommendations of the report provide
for an equitable treatment of all properties based on the information known to date.

At this time we are requesting the City Council order the feasibility report and in a
separate motion accept the feasibility report and call for the Public Hearing for these
road segments. We are also asking the City Council to approve the proposed maximum
residential capped assessment rate of $71.30 per assessable front foot for 2017. Please
contact me at 763-780-0450 ext. 3 with any questions or concerns regarding the report.
