NEIGHBORHOOD MEETING MINUTES <br />VANDERBIE STREET <br />TUESDAY, NOVEMBER 15, 2016 <br />7:45 P.M. <br /> <br />The City Engineer welcomed those present to the neighborhood meeting regarding the <br />proposed street improvement of Vanderbie Street from Labore Road north to Allen <br />Avenue. See sign-in sheet for those in attendance. <br /> <br />The City Engineer introduced himself, Mr. Lee Elfering of Elfering & Associates, and <br />Mr. Bill Dircks, Public Works Director. <br /> <br />The City Engineer explained the neighborhood meeting process whereby the City <br />provides residents of the proposed construction area with the basic information, obtains <br />their input on the nature of the project, and then decides how to proceed from there. <br /> <br />At this point, the City Engineer, Mr. Elfering, reviewed the Powerpoint presentation with <br />those who were present. He explained in detail existing conditions and the proposed <br />improvements. Mr. Elfering indicated that the proposed improvement as it stands now <br />would be full depth reclamation of the existing pavement and re-paving of the road along <br />with spot repair of the existing concrete curb and gutter. <br /> <br />Mr. Elfering then explained the City’s Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br /> <br />At the conclusion of Mr. Elfering’s presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br /> <br /> A resident stated that there was a fire hydrant at the corner of his driveway and <br />asked if the work would affect his driveway. Mr. Elfering answered that he <br />hoped it would not affect it and stated he would be sure to avoid any disturbance <br />of the driveway if possible. <br /> <br /> It was asked if the potential cause of the mid-block cracking and delaminating in <br />the street concerned the engineer. Mr. Elfering responded that he did not think <br />water was a big concern. He further stated that the full depth reclamation would <br />provide a better base and new gravel would be brought in to correct any soft <br />spots that may be encountered. <br /> <br /> It was asked if the base was not stable where the dips in the road were. Mr. <br />Elfering answered that he believed the base was stable now and the dips were due <br />to poor compaction back when the sewer and water services were installed. The <br />new base will level off the dips and the road will be smooth. <br /> <br />
