<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: December 16, 2016 <br /> <br />RE: Cancellation of Falcon Heights Street Sweeper Joint Powers Agreement <br /> <br /> <br />In early 2009, we entered into a joint power agreement (JPA) with the City of Falcon Heights for <br />the joint purchase of a street sweeper. While this agreement enabled both cities to obtain a <br />street sweeper, there have been some challenges associated with consistent maintenance <br />procedures brought on by the use of multiple operators. Both cities now feel it would be in our <br />respective best interests to terminate the JPA whereby Falcon Heights would buy out our share <br />of the sweeper’s current value of $95,000 as determined by the vendor of this equipment. That <br />results in a payment to us of $62,101.50. Per our discussions during the capital improvement <br />programming for the 2017 budget, we would then purchase our own sweeper. <br /> <br />I have attached a copy of the JPA. You will note that the agreement is supposed to be cancelled <br />with 12-months written notice. However, both cities are willing to waive this provision and have <br />the agreement terminate at the end of 2016. To be clear, Falcon Heights is on board with this <br />program and is taking the same action. <br /> <br />Therefore, staff recommends we terminate the Street Sweeper JPA with the City of Falcon <br />Heights effective 12/31/16 subject to them taking concurrent action and reimbursing us for their <br />respective maintenance and operation costs for 2016 as spelled out in the agreement. <br /> <br />
