<br /> <br /> <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br /> <br /> <br />TO: Little Canada Planning Commission <br /> <br />FROM: Stephen Grittman <br /> <br />DATE: January 6, 2017 <br /> <br />RE: Little Canada – Franzen-Winter Townhomes <br /> Preliminary and Final Plat <br /> <br />FILE NO: 758.09 – 17.01 <br /> <br /> <br />Background and Analysis <br /> <br />Todd Franzen has submitted documents for consideration of approval of a preliminary and <br />final plat for “Franzen Townhomes”. The plat shows 14 unit base lots and one common lot <br />that will contain the driveways and green spaces for the project. <br /> <br />The base lots are sized and located to provide individual sale of the individual attached <br />townhome units, consistent with the PUD plan for accommodating setbacks and patio spaces <br />as shown on the most recent PUD plan documents. It appears that the plans anticipate that <br />the retaining walls supporting the patios on the north side of the project will be located on the <br />common association property, which would be typical for this arrangement. <br /> <br />The plat also shows a public drainage and utility easement over the entire Lot 15 (the <br />common lot). The City Engineer should comment on this design to ensure that any private <br />improvements on the common lot (such as landscaping, irrigation, or retaining walls) do not <br />become the responsibility of the City with regard to maintenance. <br /> <br />Lastly, a townhouse plat will require an association and a set of declarations which govern the <br />ongoing management and maintenance responsibilities of future owners, including site and <br />building maintenance. The applicants should submit a copy of their declarations for City <br />Attorney review as a part of the final subdivision and PUD review. <br />
