Ltr-012017-CC (Final Payment#12 - LC Road) .doc

10062 Flanders Court NE, Blaine, MN 55449 - Phone: (763) 780-0450 - Fax: (763) 780-0452

January 20, 2017
File No. 120156E-0071

Honorable Mayor and City Council
City of Little Canada
515 Little Canada Road E.
Little Canada, MN 55117-1633

RE: LITTLE CANADA ROAD IMPROVEMENTS PROJECT
FINAL PAY ESTIMATE #12 & SUPPLEMENTAL AGREEMENT #4

Dear Council Members:

Please find attached 1 copy of Final Pay Estimate No. 12 and Supplemental Agreement
No. 4 for the above-referenced project. As you are aware, the Contractor for the project
is FPI Paving Contractors, Inc. The total amount earned by the Contractor on this final
pay estimate is $1,328,667.17. Subtracting previous payments of $1,280,624.42, the
amount due to the Contractor is $48,042.75.

This final pay estimate includes payment of final quantities including those outlined in the
attached Supplemental Agreement #4 and the release of all remaining retainage being
held on the project. Supplemental Agreement #4 addresses payment for the addition of
pedestrian push buttons at the Centerville Road and Interstate ramp signals and the
replacement of traffic loops in Little Canada Road that were unavoidably milled out with
the street work. These traffic loops were originally reported to be in conduit below the
paved surface of the roadway, but were actually within the wear surface of the road
which was milled off and replaced.

We have inspected the work performed by FPI Paving Contractors, Inc. and find it to be
in compliance with the plans, specifications, and contract documents. The Contractor
has not yet provided all necessary closeout documentation; therefore we would
recommend approval of Supplemental Agreement #4 in the amount of $31,400.00 and
Final Payment #12 in the amount of $48,042.75 contingent on receipt of the final
paperwork.

If you have any questions regarding this issue please feel free to call.

Sincerely,

ELFERING & ASSOCIATES
Lee Elfering, P.E.
City Engineer

cc: Bill Dircks, Public Works Director
