The City may want to review requiring landscaping along the north side of the <br />retaining wall on the north end of the property. <br /> <br />Drainage Calculations <br />1. It appears that the proposed pond will be used to meet the required infiltration <br />volume. Soil borings should be provided with an estimated infiltration rate to <br />verify that the pond will function adequately as an infiltration basin. There is <br />currently a note on the plans that lists the water elevation of the pond at <br />941.0. It should be clarified if this is the 100-year high water elevation or if in <br />fact the pond is to function as a wet pond and this elevation is the normal <br />water level. If the pond functions as an infiltration basin additional notes <br />should be added to the plan to minimize compaction of the soils during <br />construction. <br />2. In the proposed HydroCAD calculations P4 is directed off-site. The utility <br />plan indicates a rear yard inlet that is directed to the pond. It should be <br />clarified if P4 is actually directed to the pond or the street. <br />3. The culvert discharging from the proposed pond and the catch basin nodes <br />within the proposed HydroCAD appear to have pipes that differ from the utility <br />plan. Any discrepancies should be addressed and the plans or HydroCAD <br />modified as appropriate. <br />General Comments <br />1. A Storm Water Pollution Prevention Plan (SWPPP) must be submitted for <br />approval. <br />2. There is over one acre of disturbance for the project and therefore a Ramsey <br />Washington Metro Watershed District and National Pollution Discharge <br />Elimination System (NPDES) permit will need to be obtained. Documentation <br />of the permit approvals will be required prior to any work. <br />3. Permits should be provided for the impacts in the County right-of-way along <br />Rice Street. <br />The above items should be addressed and the plans and plat resubmitted along with the <br />SWPPP and the storm water calculations so that another review can be completed. <br />Please contact me if you have any questions regarding the above information at (763) <br />780-0450 ext. 3. <br /> <br />
