The City may want to review requiring landscaping along the north side of the retaining wall on the north end of the property. Drainage Calculations 1. It appears that the proposed pond will be used to meet the required infiltration volume. Soil borings should be provided with an estimated infiltration rate to verify that the pond will function adequately as an infiltration basin. There is currently a note on the plans that lists the water elevation of the pond at 941.0. It should be clarified if this is the 100-year high water elevation or if in fact the pond is to function as a wet pond and this elevation is the normal water level. If the pond functions as an infiltration basin additional notes should be added to the plan to minimize compaction of the soils during construction. 2. In the proposed HydroCAD calculations P4 is directed off-site. The utility plan indicates a rear yard inlet that is directed to the pond. It should be clarified if P4 is actually directed to the pond or the street. 3. The culvert discharging from the proposed pond and the catch basin nodes within the proposed HydroCAD appear to have pipes that differ from the utility plan. Any discrepancies should be addressed and the plans or HydroCAD modified as appropriate. General Comments 1. A Storm Water Pollution Prevention Plan (SWPPP) must be submitted for approval. 2. There is over one acre of disturbance for the project and therefore a Ramsey Washington Metro Watershed District and National Pollution Discharge Elimination System (NPDES) permit will need to be obtained. Documentation of the permit approvals will be required prior to any work. 3. Permits should be provided for the impacts in the County right-of-way along Rice Street. The above items should be addressed and the plans and plat resubmitted along with the SWPPP and the storm water calculations so that another review can be completed.
