SCHIFSKY FOR 2016 <br />IMPROVEMENTPROJECTS ONMORRISONSTREETAND <br />DEMONT A VENUE <br />*APPLICATION FOR DEVELOPMENT DEFERRAL OF 2016 <br />IMPRO VEMENT ASSESSMENT AT 355 DEMONT A VENUE EAST <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />FEE SCHEDULE The City Clerk explained that due to bringing some of the planning duties <br />AMENDMENTS in-house in 2016, an adjustment to the planning fees is now possible. She <br />stated that the final planning costs to the applicant are the City's billed <br />costs from the consultant City Planner, Engineer or Attorney and public <br />hearing costs, plus an administrative fee of $100 or 20% of the costs, <br />whichever is more. She stated that when Associate Planner Jessica Jagoe <br />processes a planning case, we only bill for the public hearings plus the <br />$100 administrative fee. That does not cover staff time. She explained that <br />staff is proposing to amend the fee schedule to add a $350 minimum fee for <br />conditional use permits and variance applications for R-1, single family, <br />zoned properties that are processed by the Associate Planner. She noted <br />that the same developer's deposit amount of $500 will still be collected at <br />the time of application in case there are other costs, but a refund will be <br />issued if the additional funds are not needed. The City Administrator stated <br />that this change and processing some planning cases in-house will save <br />residents money. <br />The City Cleric stated the other amendments are for the slight increase in <br />water meter costs and a wording change to how hydrant meters are billed, <br />and staff is also proposing a slight increase in the Old Fire Hall rental rates. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-12-216 —APPROVING ORDINANCE 807, <br />AMENDING THE FEE SCHEDULE FOR PLANNING FEES, WATER <br />METER COSTS AND OLD FIRE HALL RENTAL RATES AS <br />PRESENTED IN THE CITY CLERK'S STAFF REPORT. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0).
