MINUTES <br />CITY COUNCIL <br />DECEMBER 21, 2016 <br />ORGANIZED <br />The City Administrator reported that he believes that the organized <br />COLLECTION <br />collection contract haulers and city staff are very close on a final agreement <br />CONTRACT <br />for a five-year extension to the City's agreement for waste services. He <br />RENEWAL <br />stated that staff met with the haulers recently and he sent them a final <br />UPDATE <br />proposal, but due to the holidays, the haulers requested a little more time to <br />review and respond. He explained that this is reasonable and he anticipates <br />that the contract will be ready for approval by the Council in January, and <br />will be retroactive back to January 1, 2017. <br />AVISON YOUNG The City Administrator stated he has a listing agreement with Avison <br />LISTING <br />Young for the city -owned South Owasso/Woodlyn industrial area <br />AGREEMENT <br />properties. He explained that Avison Young would also work on <br />FOR <br />assembling more properties to create a larger redevelopment area. He <br />INDUSTRIAL <br />noted that the City Attorney reviewed the agreement and suggested several <br />LAND <br />changes, some of which Avison Young does not want to do, and he feels <br />those are reasonable to leave as is. The City Administrator explained that <br />the agreement is for one year with the ability to cancel with a 30 -day <br />notice. He stated that Staff recommends approval of the agreement with <br />Avison Young as revised. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-12-217— APPROVE THE REVISED <br />IND USTRIAL LAND LISTING AGREEMENT WITH AVISON <br />YOUNG AS PRESENTED BY THE CITYADMINISTRA TOR. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2017 PLANNING The City Clerk reported that the Planning Commission terms of office for <br />COMMISSION Nick Sandell and Tom Duray expire on December 31, 2016. She explained <br />APPOINTMENTS that Mr. Sandell has applied for reappointment and Mr. Duray has reached <br />his term limit and is not able to reapply. She noted there is also a vacated <br />position that needs to be filled to complete the remaining one year of the <br />term. The vacancies were advertised for the Planning Commission, and the <br />Clerk noted that a committee interviewed the two new applicants. <br />Keis reported that he, Council Member Fischer, Planning Commission <br />Chair Duray and the City Administrator interviewed Chris Kwapick and <br />Catherine Beltmann for the Planning Commission vacancies. Keis <br />indicated that both are well qualified to serve on the Commission, and it <br />was the Committee's recommendation that Nick Sandell, Chris Kwapick <br />and Catherine Beltmann all be appointed to the Planning Commission.
