MINUTES CITY COUNCIL DECEMBER 21, 2016 ORGANIZED The City Administrator reported that he believes that the organized COLLECTION collection contract haulers and city staff are very close on a final agreement CONTRACT for a five-year extension to the City's agreement for waste services. He RENEWAL stated that staff met with the haulers recently and he sent them a final UPDATE proposal, but due to the holidays, the haulers requested a little more time to review and respond. He explained that this is reasonable and he anticipates that the contract will be ready for approval by the Council in January, and will be retroactive back to January 1, 2017. AVISON YOUNG The City Administrator stated he has a listing agreement with Avison LISTING Young for the city -owned South Owasso/Woodlyn industrial area AGREEMENT properties. He explained that Avison Young would also work on FOR assembling more properties to create a larger redevelopment area. He INDUSTRIAL noted that the City Attorney reviewed the agreement and suggested several LAND changes, some of which Avison Young does not want to do, and he feels those are reasonable to leave as is. The City Administrator explained that the agreement is for one year with the ability to cancel with a 30 -day notice. He stated that Staff recommends approval of the agreement with Avison Young as revised. McGraw introduced the following resolution and moved its adoption: RESOL UTION NO. 2016-12-217— APPROVE THE REVISED IND USTRIAL LAND LISTING AGREEMENT WITH AVISON YOUNG AS PRESENTED BY THE CITYADMINISTRA TOR. The foregoing resolution was duly seconded by Fischer. Ayes (5). Nays (0). Resolution declared adopted. 2017 PLANNING The City Clerk reported that the Planning Commission terms of office for COMMISSION Nick Sandell and Tom Duray expire on December 31, 2016. She explained APPOINTMENTS that Mr. Sandell has applied for reappointment and Mr. Duray has reached his term limit and is not able to reapply. She noted there is also a vacated position that needs to be filled to complete the remaining one year of the term. The vacancies were advertised for the Planning Commission, and the Clerk noted that a committee interviewed the two new applicants. Keis reported that he, Council Member Fischer, Planning Commission Chair Duray and the City Administrator interviewed Chris Kwapick and Catherine Beltmann for the Planning Commission vacancies. Keis indicated that both are well qualified to serve on the Commission, and it was the Committee's recommendation that Nick Sandell, Chris Kwapick and Catherine Beltmann all be appointed to the Planning Commission. Mr. 7
