MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 21, 2016 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 21 st day of December, 2016 <br />in the Council Chambers of the City Center located at 515 Little Canada Road in <br />said City. <br />Mayor John Keis called the meeting to order at 6:30 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />City Clerk <br />Mr. John Keis <br />Mr. Christian Torkelson <br />Mr. Rick Montour <br />Mr. Tom Fischer <br />Mr. Mike McGraw <br />Mr. Joel Hanson <br />Ms. Heidi Heller <br />CITY ADMIN_ Mayor Keis stated that the purpose of this evening's workshop is to <br />ISTRATOR'S review the City Administrator Hanson's 2016 performance. He noted the <br />PERFORMANCE accomplishments list that was submitted by Hanson. The Council uses a <br />EVALUATION standard performance appraisal form as a guideline in rating the Administrator's <br />annual performance. <br />Organizational Management: <br />Montour rated as meets expectations. McGraw rated as meets expectation and <br />stated that Hanson meets all performance objectives. Fischer rated as exceeds <br />expectations, and stated that this year was especially challenging with new staff <br />and positions. He had one suggestion that when performance issues do arise, <br />that each incidence should be documented. Keis rated as meets all expectations <br />and stated that Hanson does an outstanding job, and this year had more staff <br />transition than usual, but it is all going well. Torkelson rated as exceeds <br />expectations, and noted that most administrators would be asking for more staff <br />positions. <br />Fiscal/Business Management: <br />McGraw rated as exceeds expectations and stated that Hanson really does <br />exceed all expectations and does a great job with budgeting. Fischer rated as <br />meets expectations, and stated there were some challenges during the year, but <br />Hanson provided options to make it work. He stated a concern that the Parks & <br />
