MINUTES <br />CITY COUNCIL WORKSHOP <br />DECEMBER 21, 2016 <br />Recreation Director budget was same as last year, and staff could have budgeted <br />funds for a place holder. Keis rated as exceeds expectation, and noted that the <br />City has never have had a big budget issue due to Hanson's good fiscal <br />management. He stated that Hanson does not come to the Council with a <br />problem without having a solution or alternative. Torkelson rated as exceeds <br />expectations, and stated that Hanson makes good deals for the City and has the <br />foresight to plan ahead for future redevelopment. He stated that he has not been <br />surprised by anything in the budget, and noted there maybe could be a little <br />more focus on facility maintenance. McGraw rated as exceeds expectations, and <br />noted that some of Hanson's strong points are being a good steward of public <br />funds and out of the box thinking. <br />Relationship with Mayor/Council: <br />Fischer rated as exceeds expectations, and stated that Hanson keeps the Council <br />informed and workshops are well organized. Keis rated as exceeds <br />expectations, and stated that he generally has never been surprised since Hanson <br />lets the Council know what is going on and is always willing to talk, and he <br />likes the weekly updates. Torkelson rated as exceeds expectations, and noted <br />that he is also very pleased with the weekly updates, and genuinely likes to talk <br />to Hanson. Montour rated as meets expectations, and stated that Hanson <br />responds to Council questions promptly and he also likes the weekly updates. <br />McGraw rated as exceeds expectations and noted that he likes the email updates. <br />Long Range Planning: <br />Keis rated as meets expectations, and noted that Hanson does good work on long <br />range planning and that the City needs to keep doing it. Torkelson rated as <br />meets expectations, and noted that he is not happy that the City is mostly <br />reactive versus proactive. He stated that he would like to see improvements on <br />measurable outcomes, and feels we are not evaluating programing as much as <br />we should. He stated that he would like to see the programming offerings and <br />outcomes. Montour rated as meets expectations and stated that this is a difficult <br />thing to rate since Little Canada is more of a reactive City than proactive. <br />McGraw rated as meets expectations, and noted that Hanson meets all of the <br />standards in this category. Fischer rated as exceeds expectations and noted that <br />strategic direction was strong this year. <br />Relationship with Public/Public Relations: <br />Torkelson rated as exceeds expectations. He noted that he went out with <br />Hanson on Night to Unite and was impressed with his actions and how many <br />people in the community know him. Montour rated as meets expectations and <br />stated that Hanson is always available to step up or answer questions, and is a <br />good liaison with other groups. McGraw rated as exceeds expectations and <br />noted that the city newsletter is well done and he has not heard complaints about <br />city administration or other staff. He stated that Hanson includes staff in most <br />decisions and commends Hanson for standing up for staff. Fischer rated as <br />2 <br />
