<br />1 of 3 <br /> <br /> <br />10062 Flanders Court NE – Blaine, MN 55449 – Ph: (763) 780-0450 Fax (763) 780-0452 <br /> <br /> <br />Memo <br /> <br />TO: Honorable Mayor and Council Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: January 24, 2017 <br /> <br />RE: Franzen Townhomes <br /> Revised Preliminary & Final Plat Submittal <br /> <br />We have reviewed the revised plans submitted on January 20th for the Franzen <br />Townhomes Development. No revised drainage calculations have been submitted so no <br />revisions to those comments have been made. Based upon our review we have the <br />following comments: <br /> <br />Preliminary/Final Plat <br />1. The City should require a minimum of a 6 foot drainage and utility easement <br />be provided along the north lot line of the development. <br />2. The applicant should contact Ramsey County to discuss if any additional <br />right-of-way will need to be dedicated for Rice Street. <br />3. As proposed on the final plat the street will be a private street that lies within <br />Lot 15 as no street right-of -way is being dedicated. The entire area lot 15 is <br />covered by a drainage and utility easement so it is unclear if the applicant is <br />requesting the City accept the utilities within this lot or not. <br /> <br />Removal Plan <br />1. The applicant should make sure to complete the proper inspections and <br />demolition of the structures along with abandonment of the existing wells on <br />site. <br /> <br />Grading Plan <br />1. Retaining walls proposed on the project reach heights of over 8-feet. Any <br />wall over 4-feet in height must be designed by an Engineer and a copy of <br />signed engineering plans submitted to the City prior to construction <br />2. Spot elevations and drainage arrows should be provided along the north wall <br />to ensure that runoff from the back of the buildings and north green areas is <br />conveyed along the wall and into the pond or other collection system on site. <br />Stormwater cannot be discharged over the wall to the private property to the <br />north. <br />3. As shown the retaining wall is within the drainage and utility easement. The <br />City does not take responsibility for any impacts or maintenance of these <br />2
