In the proposed HydroCAD calculations P4 is directed off-site. The utility <br />plan indicates a rear yard inlet that is directed to the pond. It should be <br />clarified if P4 is actually directed to the pond or the street. <br />3. The culvert discharging from the proposed pond and the catch basin nodes <br />within the proposed HydroCAD appear to have pipes that differ from the utility <br />plan. Any discrepancies should be addressed and the plans or HydroCAD <br />modified as appropriate. <br />General Comments <br />1. A Storm Water Pollution Prevention Plan (SWPPP) must be submitted for <br />approval. <br />2. There is over one acre of disturbance for the project and therefore a Ramsey <br />Washington Metro Watershed District and National Pollution Discharge <br />Elimination System (NPDES) permit will need to be obtained. Documentation <br />of the permit approvals will be required prior to any work. <br />3. Permits should be provided for the impacts in the County right-of-way along <br />Rice Street. <br />The above items should be addressed and the plans and plat resubmitted along with the <br />SWPPP and the storm water calculations so that another review can be completed <br />before acceptance by the City. We would ask that the City Council have a discussion on <br />what portions of this development should remain as private facilities and what portions <br />should be public (i.e. sanitary sewer, storm sewer, watermain, street).
