MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 8, 2017 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 8th day of February, 2017 in <br />the Council Chambers of the City Center located at 515 Little Canada Road in <br />said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />Planning Associate <br />City Clerk <br />Parks Commissioner <br />Mr. John Keis <br />Mr. Christian Torkelson <br />Mr. Rick Montour <br />Mr. Tom Fischer <br />Mr. Mike McGraw <br />Mr. Joel Hanson <br />Ms. Jessica Jagoe <br />Ms. Heidi Heller <br />Mr. Tom Ray <br />REVIEW Mayor Keis stated that the purpose of this evening's workshop is to review the <br />MASTERPIECE residential development proposal submitted by Masterpiece Homes for the two <br />HOMES <br />city -owned parcels on Twin Lake Boulevard. <br />RESIDENTIAL <br />PROPOSAL FOR <br />Steve Peters, Masterpiece Homes and Dan Ogren, Edina Realty, explained that <br />CITY -OWNED <br />the City asked Masterpiece Homes if they were interested in developing the <br />TWIN LAKE <br />City -owned lots on Twin Lake Boulevard. Mr. Peters stated they looked at a <br />BOULEVARD <br />few different housing options and layouts, and settled on a 14 -unit one -level <br />PROPERTIES <br />twin home development where the buildings faced each other, and the sides <br />faced Twin Lake Boulevard. He explained they added a lot of detail to the <br />gables that face the road in order for the exterior to look very nice. He noted <br />they are planning crawl spaces instead of full basements since energy code <br />requirements have changed for basement heating options. He noted though that <br />it would only be about seven more courses of block to make it a full basement, <br />and buyers could opt to do that. He estimated a hard cost of around $15,000 for <br />the full walls, but there are also sewer issues to do this. He added that if we <br />can't connect to Vadnais Heights' sewer line and don't add a lift station, <br />injector pumps would be needed in each unit. In this case, the homeowner <br />would own the injector and would be responsible for maintenance issues. In the <br />long -run, this may be problematic. <br />
