MINUTES <br />CITY COUNCIL WORKSHOP <br />FEBRUARY 8, 2017 <br />Mr. Peters stated they want to keep the starting sale price under $300,000. He <br />stated they are planning to screen the manufactured home community on the <br />north heavily with pine trees. McGraw asked how the deep the screening ideally <br />would be. Mr. Peters stated there is about 80 feet from the homes to the north <br />property line so there could be a lot of screening. He explained all of the <br />existing trees on the site are scrub and won't be saved. He noted that the north <br />side of the property is a lot lower than the south side along Twin Lake <br />Boulevard and they have not decided on a plan for filling yet. <br />Dan Ogren, Edina Realty, stated that there are things around this property that <br />can't be avoided, such as I-694 and the mobile home park, and he is upfront <br />with buyers. He noted that is a big reason why the price point is very important <br />for this development. <br />McGraw asked what happens if they end up having to put in basements in all or <br />most of the units. Mr. Peters stated it will add a lot of cost, but many buyers <br />will pay to have a basement. He explained that these would be one -level, two <br />bedroom units with around 1,600 square feet on the main level, and another <br />1,000 square feet could be finished in the basement if there is one. He stated <br />that they would put more effort into the outside and let buyers have a lot of <br />upgrade options on the inside. <br />Montour asked if there is an opportunity to tie in to Vadnais Height's sewer <br />system. The City Administrator stated yes but the final details haven't been <br />worked out. A connection to their system is also complicated by the St. Paul <br />Regional Water Service conduits that would have to be crossed. <br />Keis asked if there was any idea of a price for the land. The City Administrator <br />stated that Mr. Peters is probably not ready yet to figure out their costs and <br />determine what they could pay for the land. He noted that the City Engineer <br />pointed out that driveway construction and fire hydrant locations would be <br />something the Council should discuss. He stated he is hopeful that Twin Lake <br />Boulevard could be reconstructed in the near future since it is not in good <br />condition. <br />The City Administrator stated that if the Council is supportive and wants to <br />move forward, in order to get the City Engineer started working on this, a <br />purchase agreement could be drafted with a deposit from Masterpiece Homes to <br />cover the engineering costs. He noted that the City Engineer could start working <br />on this as a city improvement project. <br />McGraw stated that he never thought this property was buildable, so he is <br />excited to be able to develop this land and offer this type of housing product. <br />He noted that he would like the Council to have some say in what materials and <br />colors are used on the outside.
