MINUTES <br />CITY COUNCIL <br />JANUARY 25, 2017 <br />they had asked for funds from the City for fire station kitchen updates and <br />parking lot expansion, and would like to use their charitable gambling <br />funds to contribute to these improvements. Chief Smiley presented a <br />check for $158,000 to Mayor Keis. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-1-11— ACCEPTING A DONATION OF <br />$158, 000 FROM THE LITTLE CANADA FIRE DEPARTMENT'S <br />CHARITABLE GAMBLING FUND TO REIMBURSE THE CITY FOR <br />UPDATES TO THE FIRE STA TION KITCHEN AND A PARKING <br />LOT EXPANSION. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution adopted. <br />PUBLIC <br />The City Planner reported that tonight the Council is considering the <br />HEARING- <br />preliminary and final plat for a 14 -unit townhome development. He <br />PRELIMINARY <br />explained that the process now is to plat the individual unit lots and <br />& FINAL PLAT <br />common space. The Planning Commission recommended approval with <br />FOR A 14 UNIT <br />conditions relating to the review of the home owners association <br />TOWNHOME <br />documents and outstanding items. He explained that the outstanding <br />DEVELOPMENT <br />issues are only engineering issues now. The City Engineer stated that he <br />AT 2736 & 2744 <br />provided an updated memo today after reviewing the most recent plans. <br />RICE STREET; <br />He noted that there is only a drainage easement over lot 15, which is the <br />CASH FOR <br />common area and street in the development. The council should discuss <br />HOUSES, LLC <br />the street issue and what standard the street should be built to, and what <br />utilities should be private or public. He explained that he has not yet <br />received some of the information needed to verify the drainage <br />calculations and pond sizing. He explained that if the pond needs to be <br />made bigger, they may have to reduce the number of units, which would <br />then involve changing the plat, so he recommends tabling a decision until <br />after the drainage calculations have been verified. <br />Alissa Kalmbacher, Cash for Houses, LLC stated they have soil borings <br />scheduled to be done next week. She explained that they are planning to <br />have the utilities and street remain private and the responsibility of the <br />home owner's association. The City Planner stated the he doesn't have an <br />issue with the street being private, but if the utilities underneath the street <br />are public, then there are some things to work through. The City <br />Administrator stated he would prefer that the water and sewer utilities be <br />public because of on-going maintenance requirements that would prove <br />overly burdensome for a homeowner's association.
