MINUTES <br />CITY COUNCIL <br />JANUARY 25, 2017 <br />whether the City was setting a precedent by having the street be private. <br />The City Planner stated that he does not recommend the street be public <br />due to the narrow width, and this street only exists to serve this <br />development. Montour stated he is agreeable to having the street be <br />private and the utilities public based on that recommendation of City Staff <br />and the City Planner. The City Administrator noted that even if the street <br />is private, it would still be required to be built to city standards so that it <br />will hold up. He stated that he recommends this case be tabled since there <br />are still some key items that need to be addressed. <br />Andrea Main, 81 Iona Lane, questioned when the project would start. Ms. <br />Kalmbacher stated they still have at least a couple months of work to do <br />before any site work will be started. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-1-12 —TABLING THE PUBLIC HEARING <br />FOR THE PRELIMINARYAND FINAL PLAT FOR THE <br />TOWNHOME DEVELOPMENT AT 2736 & 2744 RICE STREET <br />UNTIL THE FEBRUARY 8, 2017 COUNCIL MEETING. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution adopted. <br />PUBLIC <br />The Associate Planner reported on a request for a conditional use permit to <br />HEARING- <br />operate a massage therapy business in an office park building at 2580 Rice <br />CONDITIONAL <br />Street. She explained that the property is zoned B-3, General Business, <br />USE PERMIT FOR which allows massage therapy by conditional use permit as a principal or <br />A MASSAGE <br />accessory use. She stated that Ms. Chanda Hin is requesting approval of a <br />THERAPY <br />conditional use permit to allow massage therapy as a principal use. She <br />BUSINESS AS A <br />explained that along with massage therapy, Ms. Hin's business, Balanced <br />PRINCIPAL USE <br />Therapies, would offer other wellness services, including possibly some <br />AT 2580 RICE <br />small classes. She stated that staff has verified that Ms. Hin is the only <br />STREET; <br />employee of Balanced Therapies. The Associate Planner reported that Ms. <br />CHANDA HIN, <br />Hin is leasing 1,040 square feet in the lower level of one of the office <br />BALANCED <br />condos in the Edgewater Office Park. She noted that this office park has a <br />THERAPIES <br />total of 90 parking spaces and staff has concerns about there being enough <br />parking in the office park as a whole. She noted that this building had a <br />previous CUP for massage therapy that lapsed. <br />The Planning Associate stated that Staff recommends approval with the <br />conditions stated in the Associate Planner's report, including that Ms. Hin <br />be issued a massage therapy business license, the business is limited to <br />3 <br />
