She noted that <br />an amendment to the conditional use permit could be applied for if Ms. <br />Hin wants to change any of the conditions. <br />The Planning Associate stated that the City received a letter from Mark <br />Nygaard, 2588 Rice Street and president of the office park association, <br />who has some concerns. She noted that Staff contacted Mr. Nygaard prior <br />to the Planning Commission meeting to discuss his concerns primarily <br />related to parking. It was noted that he has not contacted staff again with <br />any additional comments. <br />Montour asked if Balanced Therapies was currently in business. Ms. Hin <br />stated that she is currently leasing space in Sola Salon in Roseville. She <br />explained that she wants to move to a new space in order to have <br />flexibility in hiring additional staff, which she is not allowed to do in the <br />salon space, so she can -spend more time at home with her young child. <br />Upon motion by Montour, seconded by Keis, the public hearing was <br />closed. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-1-13 — APPROVING A CONDITIONAL USE <br />PERMIT FOR A MASSAGE THERAPY B USINESS AS A PRINCIPAL <br />USE AT 2580 RICE STREET SUBJECT TO THE CONDITIONS <br />STATED IN THE STAFF REPORT. <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution adopted. <br />PUBLIC <br />Amanda Gutierrez, 2921 Condit Street, stated that she appreciates the time <br />COMMENT: <br />the Council spent discussing chickens a few months ago, and thinks there <br />ALLOWING <br />may not have been enough time to do more research. She pointed out the <br />CHICKENS IN <br />many additional attendees in the audience that were there in support of <br />LITTLE <br />allowing chickens. She explained that they have done a lot of research of <br />CANADA <br />surrounding cities codes and what the local residents' opinions are of <br />allowing chickens. She noted that every surrounding city either already <br />allows chickens or are in the process of allowing them. Torkelson stated <br />that this group of residents had asked him to look at the city code to see <br />what would need to be amended. Ms. Gutierrez stated that she is <br />requesting the Council discuss this topic at a workshop. Keis stated his <br />concern is that this would open the door to requests to allow other <br />livestock animals. Montour stated that a workshop is a good way to have <br />11 <br />
