She noted that an amendment to the conditional use permit could be applied for if Ms. Hin wants to change any of the conditions. The Planning Associate stated that the City received a letter from Mark Nygaard, 2588 Rice Street and president of the office park association, who has some concerns. She noted that Staff contacted Mr. Nygaard prior to the Planning Commission meeting to discuss his concerns primarily related to parking. It was noted that he has not contacted staff again with any additional comments. Montour asked if Balanced Therapies was currently in business. Ms. Hin stated that she is currently leasing space in Sola Salon in Roseville. She explained that she wants to move to a new space in order to have flexibility in hiring additional staff, which she is not allowed to do in the salon space, so she can -spend more time at home with her young child. Upon motion by Montour, seconded by Keis, the public hearing was closed. Fischer introduced the following resolution and moved its adoption: RESOL UTION NO. 2017-1-13 — APPROVING A CONDITIONAL USE PERMIT FOR A MASSAGE THERAPY B USINESS AS A PRINCIPAL USE AT 2580 RICE STREET SUBJECT TO THE CONDITIONS STATED IN THE STAFF REPORT. The foregoing resolution was duly seconded by Keis. Ayes (4). Nays (0). Resolution adopted. PUBLIC Amanda Gutierrez, 2921 Condit Street, stated that she appreciates the time COMMENT: the Council spent discussing chickens a few months ago, and thinks there ALLOWING may not have been enough time to do more research. She pointed out the CHICKENS IN many additional attendees in the audience that were there in support of LITTLE allowing chickens. She explained that they have done a lot of research of CANADA surrounding cities codes and what the local residents' opinions are of allowing chickens. She noted that every surrounding city either already allows chickens or are in the process of allowing them. Torkelson stated that this group of residents had asked him to look at the city code to see what would need to be amended. Ms. Gutierrez stated that she is requesting the Council discuss this topic at a workshop. Keis stated his concern is that this would open the door to requests to allow other livestock animals.
