<br /> <br />- 2 - <br />I. INTRODUCTION <br /> <br />Ramsey County’s 2017 Resurfacing Plan includes the mill and overlay of Keller Parkway <br />from Edgerton Street to Arcade Street. A large portion of Keller Parkway (Edgerton <br />Street to County Road C) is a County Road, but the remaining section from County <br />Road C to Arcade Street is not. In this section the street is within right-of-way for both <br />the City of Maplewood and Little Canada. In general numbers for the portion of the <br />roadway that is not within County right-of-way the two Cities share ownership of <br />approximately 60% of the roadway with the other 40% contained solely within the City of <br />Maplewood. The exhibit in Appendix A shows the section of Keller Parkway that has <br />shared ownership between the City of Maplewood and the City of Little Canada. <br /> <br /> <br />II. SCOPE <br /> <br />The purpose of this study is to determine the feasibility of rehabilitating the section of <br />Keller Parkway from County Road C to Arcade Street by mill and overlay of the <br />bituminous surface. This report will include information on the existing conditions, <br />proposed improvements, and estimated costs and property assessments as outlined in <br />the City’s Assessment Manual. The most current estimated construction costs will be <br />provided, along with the total project costs that will include overhead costs, such as City <br />administration, engineering, fiscal, and legal costs. <br /> <br /> <br />III. NECESSITY AND COST-EFFECTIVENESS <br /> <br />The purpose of the proposed mill and overlay is to address the deteriorated pavement <br />condition along this segment of roadway to ensure a safe and adequate transportation <br />system for residents of Little Canada and the surrounding area. The proposed <br />improvements will minimize future maintenance costs and the magnitude of the <br />proposed project will ensure competitive bidding. From this standpoint, the project is <br />cost-effective. <br /> <br /> <br />IV. EXISTING CONDITIONS <br /> <br />Keller Parkway between County Road C and Arcade Street has a bituminous surface <br />with a rural section. The street has a varying width between 30 and 32 feet. That width <br />is comprised of 11 foot drive lanes and 4 to 5 foot shoulders. Based on information from <br />Ramsey County the roadway section includes 2” of paved bituminous surface over 4” or <br />more of recycled pavement. <br /> <br /> <br />V. PROPOSED IMPROVEMENTS <br /> <br />The improvement of Keller Parkway is proposed to consist of milling off 2 inches of the <br />bituminous surface and repaving the roadway. There would be very limited to no <br />impacts to driveways or adjacent streets as the finished elevation of the road should <br />remain largely unchanged. It is proposed to narrow the driving lanes on the road to 10 <br />feet and increase the shoulder width to 5 to 6 feet. <br />
