<br /> <br />- 3 - <br /> <br /> <br />VI. RIGHT-OF-WAY & EASEMENTS <br /> <br />It is anticipated that all work can be completed within the existing road rights-of-way so <br />no additional easements will be necessary for the work. <br /> <br />VII. PERMITS <br /> <br />As stated previously the lead agency for the project is Ramsey County and they will be <br />responsible for obtaining all necessary permits and approvals prior to project start up. <br />Some of those approvals include Mn/DOT approval for the portion of Keller Parkway <br />designed as County State Aid highway. <br /> <br />VIII. ESTIMATED PROJECT COSTS <br /> <br />The County has estimated the construction costs for the portion of Keller Parkway from <br />County Road C to Arcade Street at $60,000.00. This figure does not include any <br />overhead or administration costs for the City. That cost is proposed to be split out at <br />30% Little Canada responsibility ($18,000.00) and 70% Maplewood responsibility <br />($42,000.00) based on the ownership percentage of the road. If typical overhead and <br />engineering costs are applied to the construction costs the total project costs to the City <br />of Little Canada is $22,500.00. <br /> <br />IX. FINANCING <br /> <br />For the purpose of this report we will be concentrating on the City of Little Canada’s <br />portion of the project cost. This section of Keller Parkway is on the City’s Municipal <br />State Aid System and is therefore eligible for reimbursement through Municipal State Aid <br />(MSA) funds. However, the MSA funds are not credited to offset assessments as they <br />are utilized in a revenue pool fund to offset total reconstruction program costs. <br /> <br /> <br />ASSESSMENTS <br />Based on the City Assessment Policy that governs street reconstruction/ <br />rehabilitation, the primary method of financing street improvements is to assess <br />the adjacent property owners on a front foot basis. The policy has been in place <br />since the mid 90’s and has been modified from its original version to provide <br />more fair assessment of properties as new or changing project types have <br />occurred. <br /> <br />The City’s Assessment Policy outlines that the improvement of a rural roadway to <br />a rural section, whether reconstruction or rehabilitation, is assessed 100% to the <br />benefiting properties. It is Staff’s opinion that this section of Keller Parkway is <br />unique in that this roadway is an old County Road turnback in which the City of <br />Little Canada’s ownership is only 30% of the total frontage of the roadway and <br />that ownership is only for a portion of the west half of the road. The sections to <br />the north and south are fully controlled by Ramsey County or the City of <br />Maplewood and are rural sections that will remain as such with this project. Due <br />to the rural nature of the surrounding street it is not recommended to upgrade to <br />an urban section in this area. Therefore we are recommending the City follow
