STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Joel Hanson, City Administrator

DATE: March 3, 2017

RE: Cooperative Construction Agreement for Acrylic Sound Wall Along I-35E

The State of Minnesota, the City of Little Canada and Suburban Auto Body, Inc. will be entering
into an agreement for the construction of the acrylic section of the new sound wall that will be
constructed along the west side of I-35E, in front of Suburban Auto Body’s building. The City
agrees to be responsible for both sides of the acrylic panels, and Staff feels that is manageable.
Maintenance includes vegetation control, washing, graffiti removal and replacement of panels
due to life cycling of the panels and any other maintenance activities necessary to perpetuate the
wall in a safe, usable and aesthetically acceptable condition. The State will remain responsible
for the structural maintenance.

City Staff recommends the Council approve entering into the Cooperative Construction
Agreement with the State of Minnesota and Suburban Auto Body, Inc.
