MINUTES <br />PLANNING COMMISSION <br />JANUARY 12, 2017 <br />has some concerns. She noted that Staff contacted Mr. Nygaard prior to the <br />Planning Commission meeting to discuss his concerns. <br />Chanda Hin, owner of Balanced Therapies, stated that any class she offers <br />would be held on weekends. She stated that she also had parking concerns <br />and has visited the site at various times during the day to see if there was <br />enough parking, and never found there to be a shortage of spaces. She <br />explained that in the future she would like to have another employee so that <br />she can work less. <br />Davison stated that since there does not appear to be a shortage of parking <br />spaces, he feels that the limitation to one employee could be removed so <br />that Ms. Hin does not have to go through the amendment process. The <br />Associate Planner stated that the reasoning for the limitation was because <br />the office condo is only allocated six parking spaces, and there are three <br />employees on the upper level, plus Ms. Hin and one or two clients, and that <br />uses those six spaces. She noted that if more of the units in the office park <br />start building out the lower levels, there will likely be a parking shortage <br />and staff needs to monitor that. <br />There were no comments from the public. <br />Davison recommended approval of the conditional use permit to allow <br />massage therapy as a principal use at 2580 Rice Street, subject to the <br />conditions in the staff report. <br />Motion seconded by Schletty-Flores. <br />Motion carried 6 — 0. <br />The City Planner reported that he and City Staff are preparing for the City's <br />Comprehensive Plan update, and the Planning Commission will be very <br />involved over the next year.
