MINUTES <br />PLANNING COMMISSION <br />MARCH 21, 2017 <br />the houses further apart. Mr. Nash stated that the watershed district has <br />limited how far they can encroach on the wetlands. <br />Sharon Sculley, wife of Dan Sculley, one of the four property owners, <br />stated that this is a complex property with over half of the 20 plus acres <br />being wetland. She explained that there are a lot of natural buffers on this <br />land which would still keep the semi -rural feel of the neighborhood. <br />Davison noted that there are a lot of trees and he does not think the <br />development will be very visible from Labore Road. <br />The City Planner stated that in summary, it appears the Planning <br />Commission is generally supportive of the project, but concerned about the <br />precedence that allowing the smaller lots could set, along with concern <br />about the smaller side yard setbacks. Schletty-Flores stated that she would <br />be more in favor if the number of lots could be closer to 12, but <br />understands the difficulty developing this property. Buesing stated that <br />using a PUD would allow variations from the lot size, lot width and side <br />setback requirements, and it would be preferable if the developer could <br />meet at least one of these. Sandell asked if a 55 foot wide lot was typical <br />of villa homes. Mr. Nash stated that he has worked on several villa <br />developments and the lot sizes varied from 40 feet wide to 65 feet wide. <br />Sandell stated that he would prefer family style homes, but he also prefers <br />to have this property developed versus not developed, so he is supportive of <br />this proposal. Davison stated he understands the difficulty of developing <br />this particular parcel, so he is supportive of the development with 17 lots. <br />PUD TEXT <br />The Planning Associate stated that Doug Cummings, owner of Cummings <br />AMENDMENTS <br />Mobility has requested a text amendment to create the possibility of a <br />TO ALLOW <br />Planned Unit Development at 2940 Rice Street. She reported that they have also <br />OUTDOOR <br />requested approval to allow a motor vehicle sales lot, motor vehicle sales - <br />STORAGE, AND <br />indoor, minor automobile repair, and accessory outdoor storage. <br />TO INCREASE <br />Cummings Mobility is a specialty company that retrofits vehicles to add <br />THE NUMBER <br />wheelchair and handicap accessibility features, and does not deal with <br />OF MOTOR <br />vehicles that do not have this component. <br />VEHICLE SALES <br />LOT LICENSES <br />The Planning Associate stated that if the Commission was supportive of <br />this proposal, the property should be rezoned to a PUD "F" District that is <br />specific to this property and tailored towards the accessibility/disability <br />components. She noted that the applicant will improve the exterior of the <br />building and has been encouraged to replace the free standing sign to meet <br />the architectural guidelines for the Rice Street/Little Canada Road corridor. <br />-3- <br />
