MINUTES <br />PLANNING COMMISSION <br />MARCH 21, 2017 <br />The Associate Planner explained that Staff has made the distinction that <br />this is not a typical motor vehicle sales business, so the 80 parking spaces <br />shown on the site plan should be acceptable. She explained that Cummings <br />has requested approval for a motor vehicle sales lot of up to six vehicles <br />outside on the property and an inside display area for up to six vehicles. <br />The applicant prefers to have the vehicles displayed along Rice Street to <br />maximize visibility, but Staff believes the display of motor vehicles along <br />Rice Street is not consistent with the district guidelines. The Planning <br />Associate stated that the applicant has indicated they would be willing to <br />move the display area to the south side of the property, or have three <br />display spaces along Rice Street and three on the south side. She explained <br />that they are likely not generating drive-by customers since this business is <br />a destination, but the applicant has indicated that customers do come by <br />when they are closed to look at vehicles. She noted that the compromise <br />was. to allow the six display spaces on the south side of the building rather <br />than only in the rear for those customers that stop in after business hours. <br />The Planning Associate stated that the City Code currently does not allow <br />more than three motor vehicle sales lot licenses in the B-2, B-4 and I-1 <br />Districts combined. Since PUD Districts do not allow for motor vehicle <br />sales, a text amendment is being considered that would create a handicap <br />mobility motor vehicle sales lot license that is tied to the PUD "F" District. <br />The Planning Associate stated that the applicant has requested a customer <br />vehicle outdoor storage area behind the building for up to eight vehicles. <br />She noted that this would only be for repairing the accessibility/mobility <br />mechanical components, not standard auto repair. She explained that there <br />are currently four semi -trailers parked in the rear of the building being used <br />for storage by All America Recreation and staff is recommending that they <br />be removed by June 1, 2017 since they are not part of Cummings Mobility. <br />The Planning Associate stated that Staff believes this use is compatible <br />with the PUD zoning and goals of the Comprehensive Plan for this district. <br />She reviewed the recommended conditions for approval. She noted that <br />she received a call from Tim McLaughlin, one of the owners of the Market <br />Place Center, who stated that he supports the proposed use, but requested <br />that no vehicles be displayed along Rice Street. She noted that a resident <br />on Rice Street in Roseville called and was supportive of the new business, <br />but also asked for no vehicles displayed along Rice Street. <br />Kwapick asked if someone could come in and buy a vehicle that was ready <br />to go. Doug Cummings, owner of Cummings Mobility, stated they do have <br />vehicles available that are already converted because the need has grown <br />and many people cannot wait since it can take up to three months to do the <br />modifications.
