MINUTES OF THE SPECIAL MEETING <br />CITY COUNCII. <br />LITTLE CANADA, MINNESOTA <br />JANUARY 16, 2002 <br />Pursuant to due call and notice thereof a special meeting of the City Council of <br />Little Canada, Minnesota was held on the 16th day of January, 2002 in the <br />Council Chambers of the City Center located at 515 Little Canada Road in said <br />City. <br />Mayor Michael I. Fahey called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br /> CITY COUNCIL: Mayor Mr. Michael I. Fahey <br /> Council Member Ms. Beverly Scalze <br /> Council Member Mr. Jim LaValle <br /> Council Member Mr. Matt Anderson <br /> (left meeting at 6:45 p.m.) <br /> Council Member Mr. Rick Montour <br /> ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br /> City Attorney Mr. Thomas Sweeney <br /> City Engineer Mr. Lee Elfering <br /> Public Works Dir. Mr. Greg Schroeder <br /> Deputy Clerk Ms. Kathy Glanzer <br />IMP. NO. Mayor Fahey opened the Public Hearing to consider the improvement of <br />2001-18 - Market Place Drive by road reconstruction and concrete curb and gutter. <br />MARKET <br />PLACE The City Engineer presented the project history and proposed improvements <br />DRIVE which include the realignment of Market Place Drive with County Road C-2 in <br /> Roseville. Street width is proposed at 32-feet, road design will be a 9-ton <br /> urban design, and there will be limited parking lot access points. Additional <br /> amenities include pedestrian walkway on the south and east sides of the street <br /> consisting of 6-foot concrete paver walk and 6 foot concrete walk. Street <br /> lighting will carry forward the them from Little Canada Road. There will be <br /> some modifications made to storm sewer collection system to improve <br /> drainage. There will also be improvements made to the sanitary sewer system. <br />Total project costs are estimated at $1,350,000. Assessable costs with the <br />assessment cap in place are estimated at $289,286.96. <br />The Engineer reviewed the City's assessment policy that provides for 80% of <br />road reconstruction costs to he assessed, 100% of concrete curb and gutter <br />costs to be assessed, and no assessment for storm sewer costs.
