MINUTES <br />CITY COUNCIL <br />JANUARY 16, 2002 <br />are based on actual front footage and capped at the commercial rate of $86.75 <br />per front foot. There will be no assessment for relocation or repair of existing <br />sanitary sewer lines. <br />The Engineer pointed out that property owners can pay their assessment within <br />30 days of adoption of the assessment with no interest accruing. Otherwise, <br />the City will spread the assessment over aten-year period to be collected with <br />property taxes. Interest will accrue at an estimated rate of 6.25%. <br />Mark Hotzler, representing the Market Place Shopping Center, stated that he <br />had no objection to the improvement. It was estimated that the assessments to <br />the Market Place properties are approximately $182,000. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by LaValle, seconded by Scalze, the public hearing was closed. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOLUTION 2002-1-12 -ORDERING IMPROVEMENT NO. 2001-18, <br />MARKET PLACE DRIVE, AS WELL AS PREPARATION OF PLANS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Montour, Anderson, Fahey. <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Fahey opened the public hearing to consider the improvement of <br />2000-17 - Sextant Avenue by water main installation as well as road reconstruction, <br />SEXTANT concrete curb and gutter, and drainage enhancements. <br />AVENUE <br />The City Engineer reviewed the project history as well as proposed <br />improvements. Street improvements will consist of reconstruction to a 28-foot <br />urban section road with the street lowered slightly for improved drainage. <br />Surmountable concrete curb and gutter with concrete driveway aprons will be <br />installed. Signage or plantings will also be installed to discourage the use of <br />the drainage easement to the east as a trail. Catch basins will be installed to <br />provide drainage, and the City will work with the Watershed to minimize <br />impact on the wetland while maximizing treatment. Watermain will be <br />extended to the end of the cul-de-sac. Sanitary sewer will be replaced due to <br />sagging of the line. <br />iVlr. Skipon, Sextant Avemie, reported that the entrance to his driveway is very <br />wide which enables him to swing into the driveway and get up the hill to his <br />
